The Actual and Stated Objectives of a Social Movement: UNE in the Lula Government (2003-2010)

Resumo: This article aims to analyze the actual and the stated objectives of the National Students Union during the mandates of the Workers’ Party’s Lula Government (2003-2010). Through an analysis of several data (such as speeches, magazines, newspapers etc.), it aims to determine whether there is agreement and conformity between the organization’s mobilization proposals an its actual objectives. Considering these elements, we concluded that the true objectives of this entity, reflected in its various mobilizations and demands, involved the maintenance of neoliberal policies not only in education (mainly ProUni and REUNI), but throughout Brazilian society under the Lula government. UNE primarily utilized the strategy of concealing and simulating their own interests in order to present them as the interests of all students.

A través de documentos y materiales informativos, como discursos, revistas y periódicos, buscamos investigar si existe coherencia y conformidad entre las metas que la organización se propone alcanzar y los objetivos efectivamente perseguidos. A través de este análisis, se constató que los verdaderos objetivos de la UNE, reflejados en sus diversas movilizaciones y reclamos, consistían en mantener las políticas neoliberales no solo en el ámbito educativo (especialmente ProUni y REUNI), sino en toda la sociedad brasileña, implementadas por el gobierno de Lula. La estrategia más utilizada por la UNE para ocultar sus verdaderos intereses fue el disimulo-simulacro, presentándolos como intereses generales de los estudiantes. Este artigo tem como objetivo analisar os objetivos reais e declarados da União Nacional dos Estudantes durante os mandatos do governo Lula (2003-2010) do Partido dos Trabalhadores. Utilizando documentos e materiais informativos, como discursos, revistas e jornais, busca-se investigar se há coerência e conformidade entre as metas que a organização se propõe a alcançar e os objetivos efetivamente perseguidos. Através dessa análise, constatou-se que os verdadeiros objetivos da UNE, refletidos em suas várias mobilizações e reivindicações, consistiram na manutenção das políticas neoliberais não apenas no âmbito educacional (especialmente o ProUni e o REUNI), mas em toda a sociedade brasileira, implementadas pelo governo Lula. A estratégia mais comumente empregada pela UNE para ocultar seus verdadeiros interesses foi a dissimulação-simulação, apresentando-os como interesses gerais dos estudantes.
