Street children and adolescents are more likely to engage in risky behavior and more vulnerable to a range of negative health outcomes when compared to children and adolescents in the general population. This theoretical essay proposed to reflect on public policiesthat aim to protect and guarantee the rights of children and adolescents living on the streets in Brazil. In large urban centers, flagrant episodes of human rights violations involving street children and adolescents are recurrent. The weakening of family and community ties, inadequate protection by the State, absence from school, child labor, involvement in drug trafficking and violence, among other elements, make street children and adolescents a particularly susceptible group. to structural violations. Street children and adolescents are a complex and delicate social issue, demanding effective services, programs and actions. There is still great political invisibility related to this segment, that is, although the state’s responsibility for this population is provided for in a series of legal instruments and government plans, the rights of children and adolescents living on the streets require improvement, enforcement and monitoring.
