The relationship between archival appraisal and memory policies in Brazil and Uruguay

This paper aims to analyze the public policies of document and memory evaluation in Brazil and Uruguay. To this end, it focuses on the regulations of both countries, seeking elements that allow the identification of state initiatives to conserve documents produced during the last period of democratic exception. The methodology is presented as qualitative, using documentary and bibliographic sources. Documents that base archival policies on the websites of their institutions were raised, especially laws, resolutions and manuals, seeking elements that indicate models, criteria and methods of document evaluation. In these materials, references to memory policies were then sought. As results, it considers that both countries incorporate in their methodology the theory of value to set deadlines for document storage and disposal, but that Uruguay links macro-value measures in prescribing the total conservation of documents produced in the last period of democratic exception. It concludes with brief considerations about the archive evaluation process and its necessary appropriation, both by public agents involved in archive policies and by the “memory entrepreneur” groups.
