Resumo: The text analyzes the "New University" project or, as it was called in its last format, "Supporting program for the restructuring and expansion of federal universities – REUNI". It aims to clarify the rhetoric of official discourses that proclaim the renewed growth of public higher education in Brazil for the benefit of social justice but without the required financial support, thus, endangering the quality of the role played by the university, weakening instructors work and decreasing the autonomy of the university. It emphasizes the ideological appeal in "REUNI" and it concludes that the conditions given by this program without the required resources will only favor an education of doubtful quality.

Procura desvelar a retórica dos discursos e documentos oficiais que proclamam a retomada do crescimento do ensino superior público em todo país, em prol da justiça social, sem a contrapartida orçamentária, comprometendo, assim, a qualidade das funções que a universidade deve desempenhar, precarizando o trabalho docente e ampliando a heteronomia universitária.
