Denunciations of ‘Government Corruption’ and Political Conflicts in the Second Vargas Government (1951–1954)

Resumo: This paper considers the emergence of the phenomenon of corruption during Getúlio Vargas’ second government as a result and a form of expression of the political conflicts between “getulists” and “antigetulists”. It treats the so-called “government corruption” not as a fact of the functioning of the administration or politics, but as a political product. Based on articles published by the three Brazilian newspapers on the “Inquérito do Banco do Brasil”, the “Escândalo Cacex” and the “Caso Última Hora”, it identifies the accusations of “government corruption” as a historical example of the representation of corruption and its use by supporters of a political transformation project.
