WHAT POLITICAL FACTORS INFLUENCE THE REGULATED AND UNREGULATED PUBLIC POLICIES IN THE SMALL MUNICIPALITIES OF NORTHEASTERN BRAZIL?

Resumo: | The present study studied the Brazilian municipalities with less than five thousand inhabitants in the northeastern region of Brazil, in order to determine which political factors exerted influence on regulated and unregulated public policies. As regulated public policies, municipal expenditures were used with education and health and as unregulated ones with administration / planning. The research approach is quantitative, using the analysis and panel data by the fixed effects method. The explanatory variables are the following political factors: (i) budget political cycle; (ii) political ideology, (iii) political alignment between small municipalities and higher levels of government; and (iv) political competition. The initial sample consisted of the municipalities that provided data to the MF / STN / FINBRA between 2001 and 2012, totaling 2,414 observations. The results indicated that political budget cycles influence regulated and unregulated policies in municipalities with less than 5,000 inhabitants and that the managers' option was to prioritize education and health expenditures in municipal elections. Political ideology is not a factor that differentiates the application of resources in the areas analyzed. The forms of political alignment between local governments and superiors revealed little influence on the areas of expenditure surveyed. Political competition within the municipal legislature suggests that the more intense the political competition, the greater the spending on the administrative and health area. Finally, the research contributed to the evaluation of the effects of political factors on two extremes of public policies in small municipalities (regulated and unregulated policies). |

Como políticas públicas reguladas se utilizaron los gastos municipales con educación y con salud y como no regulada los con administración / planificación. El enfoque de la investigación es cuantitativo, con el empleo del análisis y datos en panel por el método de efectos fijos. Las variables explicativas son los siguientes factores políticos: (i) ciclo político presupuestario; (ii) ideología política, (iii) alineamiento político entre los pequeños municipios y los niveles superiores de gobierno; y (iv) competencia política. La muestra inicial se constituyó de los municipios que disponibilizaron datos junto a la MF / STN / FINBRA, entre 2001 y 2012, totalizando 2.414 observaciones. Los resultados indicaron que los ciclos políticos presupuestarios influencian las políticas reguladas y no reguladas en los municipios con menos de cinco mil habitantes y que la opción de los gestores fue priorizar los gastos con educación y salud en las elecciones municipales. La ideología política no es un factor que diferencia la aplicación de recursos en las áreas analizadas. Las formas de alineamientos políticos entre los gobiernos locales y los superiores revelaron baja influencia sobre las áreas de gasto investigadas. La competencia política en el marco del Legislativo municipal sugiere que cuanto más fuerte la competencia política, mayores los gastos con el área administrativa y de salud. Por último, la investigación contribuye en la evaluación de los efectos de factores políticos sobre dos extremos de las políticas públicas en los pequeños municipios (políticas reguladas y no reguladas).A presente pesquisa estudou os municípios brasileiros com menos de cinco mil habitantes da região nordeste do Brasil, com o objetivo de determinar que fatores políticos exerceram influência sobre as políticas públicas reguladas e não reguladas. Como políticas públicas reguladas utilizou-se os gastos municipais com educação e com saúde e como não regulada os com administração/planejamento. A abordagem da pesquisa é quantitativa, com o emprego da análise de dados em painel pelo método de efeitos fixos. As variáveis explicativas são os seguintes fatores políticos: (i) ciclo político orçamentário; (ii) ideologia políticas, (iii) alinhamento político entre os pequenos municípios e os níveis superiores de governo; e (iv) competição política. A amostra inicial constitui-se dos municípios que disponibilizaram dados junto à MF/STN/FINBRA, entre 2001 e 2012, totalizando 2.414 observações. Os resultados indicaram que os ciclos políticos orçamentários influenciaram as políticas reguladas e não reguladas nos municípios com menos de cinco mil habitantes e que a opção dos gestores foi priorizar os gastos com educação e saúde nas eleições municipais. A ideologia política não é um fator que diferencia a aplicação de recursos nas áreas analisadas. As formas de alinhamentos políticos entre os governos locais e os superiores revelaram baixa influência sobre as áreas de gastos pesquisadas. A competição política no âmbito do Legislativo municipal sugere que quanto mais acirrada a competição política, maiores os gastos com a área administrativa e de saúde. Por fim, a pesquisa contribuiu na avaliação dos efeitos de fatores políticos sobre dois extremos das políticas públicas nos pequenos municípios (políticas reguladas e não reguladas) e, também, por detalhar a compreensão desses efeitos em um grupo específico de municípios, ampliando a compreensão sobre esses fatores e seus impactos no âmbito municipal.
