Political Business Cycle and Fiscal Rules in the Selected Paraná Municipalities

Resumo: The purpose of this article is to evaluate if the Fiscal Law of Responsibility (LRF) had minimized the effects of the economic-political cycles in the municipalities of Paraná with a population over 150,000. The hypothesis as a guideline of the research is the lack of rules for investment deployment, as political cycles remain to continue even after the implementation of the LRF. The main result of the research is the budgetary allocation as a result of the political cycle, to be the response of the increase of the debt of the municipalities analyzed. Once the LRF has defined rules only in relation to personnel expenses and impose limitations on the debt of the municipalities in the 1.2 to taxes ratio, municipalities were encouraged to make use of investment disbursing towards political purposes, neglecting the degree of alignment of taxes with interest payments and debt repayment.

La hipótesis que guía la investigación es la de que, con la ausencia de normas para el gasto en inversión, los ciclos económicos y políticos se siguen produciendo, incluso después de la aplicación de la LRF. El resultado principal de la investigación es que los ajustes en el gasto, como consecuencia del ciclo económico y político, pueden ser una respuesta al aumento de la deuda de los municipios analizados. Una vez que la LRF ha definido reglas solo con respecto a los gastos de personal y ha impuesto limitaciones a la deuda de los municipios en la proporción de 1,2 veces de los ingresos corrientes netos de los mismos, se alentó a dichas entidades federales para hacer uso de los gastos de inversión con fines políticos, visando al compromiso de los ingresos con el pago de intereses y amortización de la deuda.O objetivo do artigo é avaliar se a Lei de Responsabilidade Fiscal (LRF) minimizou os efeitos dos ciclos político-econômicos nos municípios paranaenses com população superior a 150 mil habitantes. A hipótese que norteia a pesquisa é de que, com a ausência de regras para o gasto com investimento, os ciclos políticos continuam ocorrendo, mesmo após a implementação da LRF. O principal resultado da pesquisa é que a alocação orçamentária, resultado do ciclo político, pode ser uma resposta ao aumento na dívida dos municípios analisados.
