OPENING THE WINDOW: AN EMPIRICAL STUDY ON THE DETERMINERS OF ACTIVE TRANSPARENCY OF BRAZILIAN STATES’ GOVERNMENTS

Resumo: This study aims to identify the determinants of the levels of active transparency of Brazilian states through the use of e-gov (TGA). We conducted an empirical study using factor analysis and multivariate regression to investigate the potential effects of sociodemographic, economic, and political factors on the TGA level of Brazil’s 26 states in the years of 2010 and 2012, measured through the Transparency Index (IT, in Portuguese) created by the Contas Abertas organization. Results show that the factors that determined the TGA of 2010 were the levels of education and income; in 2012, after the implementation of IT, political, economic and sociodemographic factors lost power in determining the level of TGA. This may suggest that this indicator will influence the mangers’ behavior, an asymmetric role of the internal control  system and/or the evolution of local regulation.Keywords: Public sector transparency. E-gov. Public accounts.Este estudio tiene como objetivo identificar los factores determinantes de los niveles de transparencia activa en el uso del e-gov (TGA) en los estados brasileños. Con este fin, un estudio empírico se realizó mediante análisis factorial y de regresión multivariante para investigar los efectos potenciales de los factores en la política demográfica, económica y en el nivel de TGA en los 26 estados brasileños medidos por Transparencia Index (IT) de Cuentas Abiertas en los años 2010 y 2012. Los resultados indican que los factores determinantes de Nives TGA para el año 2010 los niveles de educación y los factores de ingreso. En cuanto al año 2012, después de la implementación de las TI, los factores sociodemográficos, económicos y políticos han perdido su poder sobre la determinación del nivel de TGA, lo que podría sugerir una posible influencia de la métrica en las acciones de los funcionarios públicos, una acción assimética de los órganos el control interno y la evolución de la regulación local.Palabras clave: La transparencia en el sector público. Las cuentas públicas.Este estudo tem como propósito identificar os fatores determinantes dos níveis de transparência ativa com a utilização de e-gov (TGA) nos estados brasileiros. Para tal, foi conduzido um estudo empírico com uso da análise fatorial e da regressão multivariada, para investigar os efeitos potenciais de fatores sociodemográficos, econômicos e políticos sobre o nível de TGA dos 26 estados brasileiros mensurado pelo Índice de Transparência (IT) do Contas Abertas nos anos de 2010 e 2012. Os resultados indicam como fatores determinantes dos níves de TGA para o exercício de 2010 os níveis de educação e renda. Já para o ano de 2012, após a implantação do IT, os fatores sociodemográficos, econômicos e políticos perderam seu poder determinante sobre o nível de TGA, o que  pode sugerir uma possível influência da métrica nas ações dos gestores públicos, uma atuação assimética dos órgãos de controle interno ou a evolução da regulação local.Palavras-chave: Transparência no setor público.
