SUSTAINABLE PUBLIC PROCUREMENT:ANSTUDY IN ONE MINISTRY OF BRAZIL

Resumo: The significant volume of spending on procurement in Brazil and the world reaches an average of 15% of GDP (VALENTE, 2011). Thus, if the bids were conducted in a sustainably way, there could be markets for sustainable products and services, and contributing to the emerging innovations in sustainable development. Considering the Sustainable Procurement, this study has the general objective of verify the Sustainable Public Procurement in a Ministry of Brazil. Regarding the methodology in relation to the objectives it is descriptive, as the technical procedures is documentary and as to approach of the problem it is qualitative.In conclusion it was found that the criteria used in most edicts were requiring companies to provide their employees safety equipment that needed to be done the services, requiring INMETRO certifications and demand for recycled materials. It is emphasized that there was no official public institution or accredited institution certifying the requirements contained in the convocations instruments. This research reinforces the tendency of Brazil in regulating Sustainable Pubic Procurement, therefore in the last two years were approved two laws. It is hoped that with this study the subject could be spread so that more public institutions may apply the Sustainable Procurement. Keywords: Sustainable Public Procurement; Environmental Agenda in Public Administration; Ministry of Brazil.

Por lo tanto, si las ofertas fueron hechas de manera sostenible puede haber mercados para los productos y servicios sostenibles, contribuyendo a promoción de la innovación en el desarrollo sostenible. Teniendo en cuenta la contratación sostenible este estudio tiene como objetivo verificar el sostenibles licitaciones públicas en un ministerio de Brasil. La metodología de investigación con respecto a los objetivos es descriptivo, cuanto a los procedimientos y la documentación técnica y la abordar el problema es cualitativo. En conclusión se encontró que los criterios utilizados en la mayoría de los edictos fueron la necesidad de las empresas de su propio equipo de seguridad a los empleados que había que hacer y el requisito de la certificación INMETRO requerimiento de materiales reciclados. Cabe señalar que no existía una institución pública o certificación oficial institución acreditada con los requisitos contenidos en el instrumentos convocatórios. Esta investigación refuerza la tendencia de Brasil en la regulación de sostenibles licitaciones, y en los últimos dos años se aprobaron dos leyes. Se espera que con este estudio es amplio para que más organismos públicos podrán solicitar la sostenibles licitaciones. Palabras claves: Sostenibleslicitaciones públicas. Dessa forma, se as licitações fossem realizadas de forma sustentável, poderiam surgir mercados para produtos e serviços sustentáveis, contribuindo para o fomento de inovações no desenvolvimento sustentável. Considerando as Licitações Sustentáveis, este estudo tem como objetivo geral verificar as Licitações Públicas Sustentáveis em um Ministério do Brasil. A metodologia de pesquisa no que se refere aos objetivos é descritiva, quanto aos procedimentos técnicos documental e mediante à abordagem do problema é qualitativa. Como conclusão encontrou-se que os critérios mais utilizados nos editais foram à exigência das empresas em fornecer aos seus empregados os equipamentos de segurança que se fizessem necessários, a exigência de certificações do INMETRO e a exigência de materiais reciclados. Ressalta-se que não foi encontrada instituição pública oficial ou instituição credenciada certificando as exigências contidas nos instrumentos convocatórios. Esta pesquisa reforça a tendência do Brasil em regulamentar as Licitações Sustentáveis, sendo que nos dois últimos anos foram homologadas duas legislações.
