Analysis of the efficiency of sergipanos municipalities: comparison between prova Brasil scores and resources for education

Resumo: Objective: The objective of this study was to identify the efficiency level of the municipalities of Sergipe in promoting good educational rates with the resources allocated to this sector. Method: To this end, a research with quantitative methodology was performed applying Data Envelopment Analysis as a technique for measuring the performance of the cities investigated. Results: The results pointed to the fact that spending more does not guarantee a good educational performance, as municipalities with smaller budgets can achieve better results in the sector discussed. With the targets set by the analysis, the proposal for inefficient municipalities was to maintain resources or even decrease, but always increase the scores in Prova Brasil. Study Contributions: The study can be considered a consultation tool for municipal managers to devise strategies for resource efficiency and the delivery of better services to the community. In addition, it supports society's understanding of the performance of its locality and thus has subsidies to demand greater transparency from the authorities.

Método: para este fin, se realizó una investigación con metodología cuantitativa aplicando el Análisis de Envoltura de Datos como una técnica para medir el desempeño de las ciudades investigadas. Resultados: Los resultados señalaron el hecho de que gastar más no garantiza un buen desempeño educativo, ya que los municipios con presupuestos más pequeños pueden lograr mejores resultados en el sector discutido. Con los objetivos establecidos por el análisis, la propuesta de municipios ineficientes era mantener los recursos o incluso disminuirlos, pero siempre aumentar los puntajes en Prova Brasil. Contribuciones al estudio: El estudio puede considerarse una herramienta de consulta para que los administradores municipales diseñen estrategias para la eficiencia de los recursos y la entrega de mejores servicios a la comunidad. Además, respalda la comprensión de la sociedad sobre el desempeño de su localidad y, por lo tanto, tiene subsidios para exigir una mayor transparencia de las autoridades.Objetivo: O objetivo deste estudo foi identificar o nível de eficiência dos municípios sergipanos em promover bons índices educacionais com os recursos destinados a esse setor. Método: Para tal, realizou-se uma pesquisa com metodologia quantitativa aplicando a Análise Envoltória de Dados como técnica para mensuração do desempenho das cidades investigadas. Resultados: Os resultados apontaram para o fato de que gastar mais não garante um bom desempenho educacional, pois municípios com orçamentos mais enxutos conseguem alcançar melhores resultados no setor discutido. Com os alvos traçados pela análise, a proposta para os municípios ineficientes foi manter os recursos ou até diminuir, mas sempre aumentar as notas no Prova Brasil. Contribuições do estudo: O estudo pode ser considerado uma ferramenta de consulta para que os gestores municipais tracem estratégias visando a eficiência no consumo de recursos e também a entrega de melhores serviços à comunidade.
