The process of public schooling in Brazil is complex and shared by the three government branches. Elementary School is provided by the Municipality, High School by the State Government and College is responsibility of the Federal Government. They are periodically evaluated providing data and indexes. This work aims at explaining the average score of ENEM in the municipal domain in the year 2014. It is obtained through evaluating the students graduating from High School at the end of 2014 from variables of the three previous years (2011), when they finished Elementary School. These variables are obtained from IDEB data and information on the cities. We used multiple linear regression and random forest to model. The results show models that explains more than 63% of the data variance.
