Disponível em < http://www.ufpe.br/revistaenfermagem/index.php/revista/search/results >.To discuss the historical trajectory of health policies in Brazil, contrasting the paradigms flexenerian and the social production of health; to deal the range of cultural and ideological factors in historical development in the social field of health, relating them to the role of the University. Methods: it was analyzed the subject from different authors who discussed the matter in order to detect the approach of the relationship between the paradigms and models of health care in the economic, political and cultural predominance. Results: the Universities have contributed to the discussions about the paradigms inherent in the social context of public health in Brazil, assuming the role of training, update and improve the content of their curricula, as well as to respond the demands arising from the society. Conclusion: It was concluded that this situation was crucial in the development of the emerging paradigm and that the University has an important role in the formation of professional critics, and reflective participants in structuring a new paradigm. RESUMO: Discutir a trajetória histórica das políticas de saúde no Brasil contrapondo os paradigmas flexeneriano e da produção social da saúde; abordar o conjunto de elementos culturais e ideológicos coadjuvantes na construção histórica do campo social da saúde, relacionando-os com o papel da Universidade frente aos mesmos. Métodos: analisou-se a temática de diferentes autores que discutem o assunto no sentido de detectar as abordagens da relação entre os paradigmas e os modelos de atenção à saúde no contexto socioeconômico, político e cultural predominante. Resultados: as universidades têm contribuído com as discussões acerca dos paradigmas inerentes ao contexto social da saúde pública no Brasil, assumindo o papel de formar, atualizar e aperfeiçoar o conteúdo dos seus currículos, bem como responder às demandas advindas da sociedade. Conclusão: concluiu-se que essa conjuntura foi determinante na construção do paradigma emergente e que a universidade assume papel relevante na formação de profissionais críticos, reflexivos e participantes na estruturação de um novo paradigma.RESUMEN: Examinar la trayectoria histórica de las políticas de salud en Brasil, haciendo un contrapunto entre los paradigmas flexeneriano y de la producción social de la salud; discutir la gama de elementos culturales y ideológicos coadyuvantes en la construcción de la historia social en la esfera de la salud, cuanto a la función de la Universidad. Métodos: se analizó la temática de autores que han examinado la cuestión para detectar el enfoque de la relación entre los paradigmas y modelos de atención de la salud en los ámbitos económico, político y cultural predominantes. Resultados: las universidades han contribuido a los debates sobre los paradigmas inherentes al contexto social de la salud pública en Brasil, asumiendo la función de la formación, actualización y mejora del contenido de sus planes de estudio, así como satisfacer demandas derivadas de la sociedad.
