This work aims to deepen the theme of the deficiencies in public works, with a focus on developments carried out in the central campus of the Federal University of Rio Grande do Norte, UFRN. Because of problems related to public procurement, such as overbilling and project errors, exposed daily to society, it is necessary to justify not only the service company has responsibility for these problems, as well as the managers contribute organs. In this sense, it is necessary to demonstrate how the lack of planning is able to prejudice the achievement of a public enterprise, especially before the start of services. For this, we studied three main areas: design flaws, failures in budgets and the difficulty of delivering a project on time. At the end of the study, it was realized that the works have analyzed several flaws in budgets, especially with regard to quantitative and lack of services. None of the analyzed works could be delivered within the stipulated time, where all had extension. Incompatibility between projects was the main cause of the deficiencies present in the projects of the works verified.
