Resumo: The present dissertation proposed to seek the perceptions about health and education conditionalities of the Bolsa Fam?lia Program, in the view of three groups investigated: municipal management of the Program, beneficiary families and society. From the conception of the Bolsa Fam?lia of conditionalities ? the integration of health and education services with the direct and monthly transfer of income to poor and extremely poor families makes possible the breakdown of the cycle of poverty between the generations ?, a close relationship was identified with the theory of Amartya Sen. The Indian author argues that the expansion of people's capacities depends on eliminating oppression and the provision of public assets and services, such as health care, basic education and social protection networks. For him, the expansion of capabilities (abilities plus skills) promotes people's choice to value the kind of life they want and not to be subjected to power relations. Public policies are important in this process, because poverty is seen not only as lack of income, but as a deprivation of basic capacities, which can be acquired through access to education and health, services offered by the State. Confirmed in an interview by one of the proponents of the initial design of the Program, the Bolsa Fam?lia was conceived with the premise of human capital development, aiming at the emancipation of beneficiary families. The work structured its theoretical field based on Sen?s theory (about the analysis of studies and research on poverty, inequality and income transfer), studies of some international experiences, analysis of speeches, and the interview with one of the idealizers of the Program. With the intention of knowing the local reality, where the public policy becomes materialized, and of hearing people who are related to Bolsa Fam?lia and people who have no contact with the Program, a field work was done in the city of Caraguatatuba, Sao Paulo coast. Based on interviews and the application of questionnaires, it was possible to conclude three different perceptions about conditionalities: 1) related to a control, administrative, bureaucratic, assistentialist and punitive view; 2) related to the vision of obligation and exchange, that is, to fulfill the commitments to receive the benefit; and 3) related to a perspective away from poverty, aiming at a better future for the children of the beneficiary families ? the vision of the right defended by the Program.

Confirmado em entrevista por um dos propositores do desenho inicial do Programa, o Bolsa Fam?lia foi pensado com a premissa de desenvolvimento do capital humano, visando a emancipa??o das fam?lias benefici?rias. O presente trabalho estruturou seu campo te?rico tomando como base a teoria de Sen (sobre as an?lises de estudos e pesquisas sobre pobreza, desigualdade e transfer?ncia de renda), os estudos de algumas experi?ncias internacionais, as an?lises de discursos, e a entrevista com um dos idealizadores do Programa. Com a inten??o de conhecer a realidade local, onde a pol?tica p?blica se torna materializada, e de ouvir tanto pessoas que se relacionam com o Bolsa Fam?lia quanto aquelas que n?o t?m nenhum contato com o Programa, foi feito um trabalho de campo no munic?pio de Caraguatatuba, litoral de S?o Paulo.
