Resumo: The present work aims to analyze the behavior of States in International Relations with regard to the perception of terrorism and its prevention procedures. For this, a conceptual approach between the analytical categories of "risk" and "terror" is utilized, based on the theoretical proposal of the German sociologist Ulrich Beck. It is also intended to verify how certain mechanisms for preventing and combating terrorism within the international context can be considered through the lens of Psychopolitics, a concept developed by the South Korean philosopher Byung-Chul Han. This work has a hypothetical-deductive method of qualitative research, with bibliographic and documentary aspects.
