Aditivos de prazo em obras públicas : uma análise sob a ótica dos empreiteiros e a aplicabilidade dos conceitos enxutos

Public works aim to meet social demand and play an important role in the social and economic development of a region. However, they are constantly characterized by their inefficiency and recurring delays in delivering the project. In this way, this research investigates, from the perspective of the contractors, what are the factors that cause deadline extensions in public works contracts and how these can be minimized by applying the Lean Construction concepts. The research is limited to the public works of federal agencies located in Sergipe. First, a systematic review of the literature on lean construction, public works, application of lean construction in public works and delays in works was carried out. Then, a systematic mapping of the literature on Lean Construction and Public Works was carried out, in order to obtain examples of the applicability of lean concepts in public works to verify how the theme is being treated. The tool for obtaining data on contracts was the “Portal da Transparência”, launched by the “Ministério da Transparência” and the “Controladoria Geral da União” in 2004, which is an open access electronic address. To answer the research problem, a questionnaire, with open and closed questions, was prepared based on the literature review and was applied with the contractors responsible for the execution of each contract. The results found demonstrate that the main factors that cause time additives are part of the aspects related to the project design, with emphasis on the errors in the budget figures. As they are aspects prior to bidding, the solutions can be implemented in public agencies. Thus, the use of Lean tools such as concurrent engineering, Target Value Design and BIM can minimize the occurrence of time delays in public works.
