Resumo: This study proposes to analyze the refugee crisis in Europe and the Turkish interests in the return agreement, with the time frame of the crisis from 2010 on European territory and the actions of the European Union to face the crisis, a priori with the creation in 2015 of the “European Migration Agenda”. Contrasting with the state vision and practice through the latest agreements signed between the States regarding refugees in the bloc, among the cooperation policies, there is the European Union-Turkey Declaration on Refugees, signed in March 2016, which played a role substantial contribution to the decline in refugees. This research is the result of a methodological commitment, through the use of bibliographic research using the hypothetical-deductive method. As for its nature, the research is qualitative, and as for the object, it is exploratory to support the conceptions of several authors on the subject. It is concluded that several interests were present in this agreement. So, for the European Union, the signing of the Return Agreement was relevant in terms of controlling the intense migratory flow of Syrians in the bloc, as the Turkish country was considered the transit territory with the highest number of refugees. While for Turkey, at least four of its interests were favored for the implementation of the Agreement. At first, there was a need for financial assistance to keep refugees in Turkish territory, followed by the search for visa liberalization for Turkish citizens in the European Union. Both interests are expressed in the agreement, the other two goals are long-term, the third interest refers to Turkey in becoming a strong regional player, and finally, the Turkish interest in being a member of the European bloc, however this The discussion has been dragging on for more than three decades.

Contrastando com a visão estatal e a prática mediante os últimos acordos firmados entre os Estados acerca dos refugiados no bloco, dentre as políticas de cooperação, insere-se a Declaração União Europeia-Turquia sobre refugiados, assinada em março de 2016, que operou um papel substancial para a diminuição de refugiados. Esta pesquisa é resultante de um compromisso metodológico, por meio da utilização de pesquisa bibliográfica pelo método hipotético-dedutivo. E quanto a sua natureza, a pesquisa insere-se como qualitativa, e quanto ao objeto é exploratório para embasar as concepções de vários autores sobre o tema. Conclui-se que vários interesses estavam presentes nesse acordo. De modo que para a União Europeia, a assinatura do Acordo de Devolução foi relevante quanto a controlar o intenso fluxo migratório de sírios no bloco, pois o país turco foi considerado o território de trânsito com maior quantitativo de refugiados. Enquanto que para a Turquia, ao menos quatro dos seus interesses foram favorecidos para a implementação do Acordo. A princípio, havia a necessidade de auxílio financeiro para manter os refugiados em território turco, seguido da busca pela liberalização de vistos para cidadãos turcos na União Europeia.
