The present work aims to understand the European Parliament’s role on hosting or refusing refugees inside European Union, in particular through the 2015-2016 humanitarian crisis, alongside its legitimization of the European Security Complex. With European Parliament increasing powers inside the EU decision-making process since the Lisbon Treaty, the Union’s migration policy passes through the peception of this and other actors such as the European Commission and the European Council. Based on the theoretical framework developed by the Copenhagen School and its securitization theory, an analysis of the result of the legislative debates related to the humanitarian crisis solution is employed. It has been proved that the MEPs have tendencies on hosting these refugees – in order to mantain the European Human Rights tradition –, however, they legitimize the European Security Complex, in maneuvers that strengthen border control at the expense of people’s free movement inside the bloc.
