Resumo: The construction of social housing projects can provide life quality improved and reduce social segregation to a number of individuals living in poverty or extreme poverty all around the globe. The need for environmental impacts reduction of these projects kind, as significant as any great construction project, is a fact. This research aims to evaluate the users’ satisfaction degree as well as the sustainability level in a social housing project. Therefore, a research was conducted on the updated literature about sustainability indicators and assessment; social housing; and design methods. A field survey was carried on project’s users, as well as, interviews with representatives of the building company, the municipal administration, the financier agent, and the urban designer in order to know their goals and expectations. Aware that the earlier the phases of the construction process, greater the potential of new methodologies insertion, such as sustainability and lean construction, with lower cost impact benefits, an investigation was made on the methods and criteria used to assist the project design, and whether an architecture brief was drawn up to this matter. A social housing sustainability assessment was carried out using the MASP-HIS methodology (CARVALHO, 2009). This way, an evaluation of the project was established regarding its sustainable quality as well as its ability to satisfy users. The results obtained contradicted the hypothesis of this research paper, which expected to obtain lower levels of satisfaction and sustainability than those achieved. The data collected showed that the means used to design and construct the project established its satisfactory technical performance according to users’ opinion, which made this project evaluated as reasonable, though satisfaction degree was evaluated as good in users’ perspective. The assessed social housing project achieved a minimum level of sustainability. On a scale from 0 to 100, it obtained 51.09 as its sustainability index. Regarding the evaluation methodology used, which establishes a minimum score of 50, the project can be considered sustainable. These assessments have increased the knowledge about social housing project design processes, their mistakes and rightness, and have made it possible to propose adjustments and improvements to this or to future social housing projects focusing on users and sustainability.

Para tanto, esses empreendimentos devem ser concebidos de forma apropriada para cumprir esses objetivos. Os impactos ambientais desses empreendimentos são significativos, e, como os de qualquer grande empreendimento da construção civil, devem ser minimizados. Essa pesquisa tem por objetivo avaliar o grau de satisfação dos usuários e o nível de sustentabilidade em empreendimento habitacional de interesse social (EHIS). Para tanto, foi realizada revisão na literatura atualizada sobre indicadores e avaliação de sustentabilidade; habitação de interesse social (HIS); e métodos de projeto. Foi conduzido um levantamento de campo, por meio de entrevistas estruturadas dirigidas a usuário, assim como, representante da construtora, da prefeitura municipal, do agente financiador, e projetista, de modo a conhecer suas metas e expectativas. Ciente de que quanto mais prematuras as fases do processo construtivo, maior o potencial de inserção de novas metodologias, como a sustentabilidade e a construção enxuta, com menores custos de implantação, foi realizada uma investigação sobre os métodos e critérios utilizados para auxiliar a concepção do empreendimento pesquisado e verificar se houve a elaboração de programa de necessidades (PN). Foi realizada também avaliação de sustentabilidade do EHIS por meio da metodologia MASP-HIS (CARVALHO, 2009). Foi estabelecida então uma avaliação do empreendimento quanto a sua qualidade sustentável assim como da sua capacidade de satisfazer seus usuários. Os resultados obtidos contradisseram a hipótese dessa pesquisa, que esperava obter índices de satisfação e sustentabilidade bem inferiores aos alcançados. Os dados levantados revelaram que os meios utilizados para a concepção e construção do empreendimento fizeram com que ele apresentasse desempenho técnico satisfatório segundo a opinião dos usuários. Isso fez com que o EHIS fosse avaliado no geral como razoável, porém resultou em um grau de satisfação bom na percepção dos usuários. O EHIS avaliado atingiu nível de sustentabilidade mínimo segundo o método de avaliação utilizado. Obteve, em uma escala de 0 a 100, índice de sustentabilidade de 51,09. Segundo a metodologia utilizada, que estabelece 50 como pontuação mínima, o empreendimento pode ser considerado sustentável.
