This study seeks to determine how to encourage reading activities may contribute to the dissemination and promotion of the Public Library Epifanio Doria. Presents a brief history about reading and makes some considerations on its importance to personal and professional development of individuals. Introduces the concepts of the public library and how was his appearance at the national level. Shows the tasks that establish the reason for the existence of the public library, which contribute to the socioeconomic development through the training of readers. Brings an approach to the National Library and its programs and systems that serve to support Brazilian public libraries. And in the final chapters present the history of the Public Library Epifanio Doria, and through research conducted at the institution will show the services and programs that are available for it and address the factors that contributed to the popularization not the same in recent years. Later be raised new activities to encourage reading and proposals to streamline and solve the problem of low frequency users in the library
