A relação/tensão entre movimentos sociais e Estado no processo de implantação de políticas públicas para as mulheres

Resumo: | Based on foucaltian contributions which allow an understanding of the power from the relation between subjects inserted in force fields, which suppose historical conditions of complex emergences and which lead o multiple effects, this study aims to produce reflections about public policies for women, confronting the different configurations of power present in the relation/tension between social movements and the State, mainly regarding the process of creation and the institutionalization of such policies. More specifically in this study, the relation/tension between women social movements from Sergipe and Coordenadoria Estadual de Políticas Públicas para as Mulheres (CPPM). Taking as reference, particularly, my professional experience as executive assessor at CPPM between August of 2009 and March of 2010, leading questions were formulated: which practices and speeches go away from this relation/tension? How is the State organized in face of the possibility of lack of social movements in the process of institutionalization of public policies that supposedly should represent them? Which are the field of dispute that plays between social movements and the State? Characterized as qualitative methodology, a study of case was developed. Once this research is not only of theorical-conceptual basis, the empirical Field had two moments: 1) data already collected and recorded in a field diary based on the previous experience for me as technician that composed the CPPM staff; 2) documental analysis of reports and other registrations produced for CPPM, besides the realization of semi-structured interviews with 10 (ten) local social agents members of Sergipe women movements analyzed based on speech analysis proposed by Michel Foucault. Reflecting about the public women policy, by the creation of a governmental organ, we can point out: the plural character of social women movements, the intense web of configurations of power observed by the relation/tension between social movements and State, the loss of potentiality of social movements when linked to politic party; national, state and municipal party-political (PT and cross-linked party), having influence over the articulation way of local public policy, the contradiction regarded to CPPM, while linked to a politic party and representing different social women movements, public policies as compensatory policies, the relation between institutor and instituted on the process of institutionalization of public policy; as well as the creation of a new organ: the Secretaria Especial de Políticas para as Mulheres (SEPM) in substitution to CPPM, as consequence of a party-political articulation. So, discussing about public policies, I remark its potentializer and changing character and on the other hand the silencing of social movements when their complaining are tamed and effetivated inside the State machine. |

So, discussing about public policies, I remark its potentializer and changing character and on the other hand the silencing of social movements when their complaining are tamed and effetivated inside the State machine.Baseando-se nas contribuições foucaultianas que permitem uma compreensão do poder a partir da relação entre sujeitos inseridos em campos de forças, que supõem condições históricas de emergência complexas e que implicam efeitos múltiplos, o presente estudo tem como objetivo produzir reflexões no âmbito das políticas públicas para as mulheres, problematizando as distintas configurações de poder presentes na relação/tensão entre movimentos sociais e o Estado, principalmente, quanto ao processo de criação e institucionalização de tais políticas. No caso deste estudo, particularmente, entre os movimentos sociais de mulheres de Sergipe e a Coordenadoria Estadual de Políticas Públicas para as Mulheres (CPPM). Tomando como referência minha experiência profissional enquanto assessora executiva na CPPM entre o período de agosto de 2009 e março de 2010, foram formuladas questões norteadoras para esta pesquisa: quais práticas e discursos perpassam esta relação/tensão? Como o Estado se articula frente à possibilidade da ausência dos movimentos sociais no processo de institucionalização das políticas públicas que supostamente deveriam representá-los? Quais são os campos de disputa que estão em jogo entre os movimentos sociais e o Estado? Caracterizada enquanto metodologia qualitativa, foi desenvolvido um estudo de caso fundamentado na observação participante. Sendo esta pesquisa não somente de base teórico-conceitual, o campo empírico compreendeu dois momentos: 1) dados já coletados e registrados em diário de campo baseado na experiência vivenciada por mim como técnica que compôs a equipe da CPPM; 2) análise documental de relatórios e outros registros produzidos pela CPPM, além da realização de entrevistas semi-estruturadas com 10 (dez) atores sociais locais membros de movimentos de mulheres do Estado de Sergipe discutidas com base na análise de discurso proposta por Michel Foucault. Ao refletir sobre as políticas públicas para as mulheres, através da criação de um órgão governamental, destaca-se: o caráter plural dos movimentos sociais de mulheres; a intensa teia de configurações de poder observada por meio da relação/tensão entre movimentos sociais e Estado; perda da potencialidade dos movimentos sociais quando atrelados à máquina estatal, em especial, quando vinculados a partidos políticos; conjuntura político-partidária nacional, estadual e municipal (PT e partidos coligados) influenciando no modo de articulação das políticas públicas locais; contradição relacionada à CPPM, enquanto vinculada a um partido político e representante dos distintos movimentos sociais de mulheres; políticas públicas enquanto políticas compensatórias; a relação entre instituinte e instituído no processo de institucionalização das políticas públicas; assim como, a criação de um novo órgão: Secretaria Especial de Políticas para as Mulheres (SEPM) em substituição a CPPM, como decorrente de uma articulação político-partidária.
