In the international system increasingly interconnected and interdependent in view of the facilities and advances promoted by globalization in various areas, the asymmetries that remain between regions must be evidenced not only in the global sphere, but also within each country. In the case of Brazil, it is known that the regions of this vast territory are marked by socioeconomic asymmetries arising from a complex structural framework. From this historical-structural perspective emerged the deep dependence of the north and northeast with the other regions of the country, where the political and economic decisions and, consequently, the engine of development over the years were concentrated. Thus, Brazilian regional inequality, as problematic, leads the states affected by it to seek alternatives, whether domestically or internationally. Therefore, this research questions whether the paradiplomacy undertaken by the Interstate Consortium for Sustainable Development of the Northeast, which emerged in 2019, is motivated by Brazilian regional inequalities, characterizing an alternative to circumvent this structural framework. Thus, this work has as general objective to analyze the nature and activities of the Northeast Consortium through a structural approach focused on Brazilian regional asymmetries, seeking new understandings for the treatment of paradiplomacy in literature by seeking to evidence the relationships that may exist between subnational internationalization and regional inequality within a country.
