A cisão da conjuntura paradiplomática brasileira durante o governo Bolsonaro : o caso do Consórcio Nordeste (2019 – 2021)

The first official action taken by the central government to supervise Brazilian paradiplomatic activities took place in 1997, after the ARF’s creation, initiating a period of dialogue and cooperation between the Federal Government and its subnational entities about their international relations. However, the arrival of Jair Bolsonaro to the Presidency of the Republic seems to present a change in this scenario, evidencing a new content in the Brazilian paradiplomatic situation. It is in this scenario that the Northeast Consortium has been standing out lately, since, in addition to having a different political position from that adopted by the agenda of the current central government, its leaders, contrary to the posture taken by the Bolsonaro government, seek alternatives and solutions to meet demands, seize opportunities and strengthen its international operations. Taking this into account, the present research aims to investigate the performance of the Northeast Consortium against the Bolsonaro government as an aspect capable of evidencing a cleavage in the country's paradiplomatic conjuncture. Thus, we start from the hypothesis that the less conciliatory and progressively aggressive tone of the Bolsonaro government promoted federative tensions by going against the interests of subnational entities, inaugurating a “paradiplomacy of confrontation” understood as the result of a series of political, partisan and conjunctural issues.
