O protagonismo feminino no gerenciamento dos recursos hídricos na zona rural do município de Poço Redondo - SE

Resumo: The present research chose as an object of study to analyze “female protagonism” while focusing on the role of women as managers of water resources and dialoguing with issues related to public policies, techniques and strategies for coping with the edaphoclimatic conditions of the semi-arid region, in addition to the configurations of relationships of gender and social roles present in the development model that is being implemented in the semi-arid region. Its main objective is to investigate the importance of women in the management of water resources as inhabitants of the semi-arid region of Sergipe. As a research method, an exploratory qualitative study was carried out, in order to observe how women in the Alto Sertão region of Sergipe perceive themselves when managing water resources during the dry season. After the bibliographical research phase, the field research was carried out with the choice of the municipality of Poço Redondo in Sergipe after a screening process that took into account points such as: considerable presence of women in the communities; women's performance in the management of water resources; and programs and public policies present in the region. For data collection, documentary research, participant observation and interviews were used, from March 17 to December 13, 2022. The research is theoretically supported by Pierre Bourdieu's theory of symbolic violence and symbolic power. Furthermore, feminist and gender theory and discussions about femininity and masculinity were fundamental for understanding the social construction of gender in patriarchal cultures. The analysis of data obtained in the field showed that while they were bound by the obligation to manage water resources, the life of the agents was also bound by patriarchy, conservatism and male domination. Only when public policies for water supply and distribution arrived in the region could women dedicate themselves and invest time in their training and emancipation. An example is that during the research period, it was possible to see the women who are engaged in the activities of the association and cooperatives are married, mothers and free to work outside their homes, however, this "freedom" lacks the partner's endorsement. The female protagonism in the field in which the research was developed has a complex character, since women are all protagonists, however, the dominated habitus is still present, which demonstrates that the change of habitus is slow and difficult.

The female protagonism in the field in which the research was developed has a complex character, since women are all protagonists, however, the dominated habitus is still present, which demonstrates that the change of habitus is slow and difficult.A presente pesquisa escolheu como objeto de estudo analisar “o protagonismo feminino” enquanto foca no papel da mulher como administradora dos recursos hídricos e dialoga com questões referentes a políticas públicas, técnicas e estratégias de enfrentamento às condições edafoclimáticas do semiárido, além das configurações de relações de gênero e papéis sociais presentes no modelo de desenvolvimento que está sendo implementado no semiárido. Possui como objetivo principal investigar a importância da mulher frente ao gerenciamento dos recursos hídricos enquanto habitantes da região semiárida sergipana. Como método de pesquisa, foi feito um estudo exploratório de caráter qualitativo, com o fim de observar como as mulheres da região do Alto Sertão sergipano se percebem ao gerenciar os recursos hídricos no período de estiagem. Após a fase de pesquisa bibliográfica, a pesquisa de campo concretizou-se com a escolha do município de Poço Redondo em Sergipe, após um processo de triagem que levou em consideração pontos como: presença considerável de mulheres nas comunidades; atuação das mulheres no gerenciamento dos recursos hídricos; e programas e políticas públicas presente na região. Para a coleta de dados foram utilizadas a pesquisa documental, observação participante e entrevistas, ocorridos no período de 17 de março a 13 de dezembro de 2022. A pesquisa tem como suporte teórico a teoria de Pierre Bourdieu sobre violência simbólica e poder simbólico. Ademais, a teoria feminista, de gênero e discussões sobre feminilidade e masculinidade foram fundamentais para a compreensão da construção social de gênero em culturas patriarcais. A análise dos dados obtidos em campo mostrou que enquanto estavam presas a obrigação de gerenciar os recursos hídricos, a vida das agentes estava atrelada também ao patriarcalismo, ao conservadorismo e à dominação masculina. Apenas quando as políticas públicas de abastecimento e distribuição de água chegaram na região é que as mulheres puderam se dedicar e investir tempo em sua formação e emancipação. Sinal disso é que, durante o período da pesquisa, foi possível ver as mulheres que estão engajadas nas atividades da associação e das cooperativas são casadas, mães e livres para trabalhar fora de suas residências, entretanto, essa “liberdade” ainda carece do aval do companheiro.
