Inovação e cooperação entre empresas : um estudo sobre o arranjo produtivo local de petróleo e gás de Sergipe

The insertion in Local Arrangements is a strategy adopted by many micro and small enterprises in search for competitiveness in both regional and national markets. Therefore, this study has as search object the Oil and Gas Local Arrangement of Sergipe, analyzing under the project managers’ vision, how the local arrangement enterprises cooperate between themselves and others institutions related to the local arrangement, and, if there is any, how the innovation development happens, starting from research characterized as qualitative exploratory through a case study with multiple sources of evidence realized in the first semester of 2017. Based on data analysis, it was found that the Oil and Gas Local Arrangement of Sergipe, emerged from the interest by Petrobras in partnership with SEBRAE in order to qualify its providers. The local arrangement is formed by about 400 enterprises which 80 of them are active participants of the events and reunions of the local arrangement promoted by SEBRAE. In the vision of the project managers, the relationship among the participants’ enterprises is good, and the prevailing scenario inside the arrangement is cooperation and not simple competition. The innovation development occurred mainly in intention of acquiring the necessary certifications demanded by several big enterprises such as Petrobras so they can provide to them and also by the necessity of exploring new sources of energy. The economic scenario and the actual market also influenced the innovation inside the local arrangement, which felt the necessity of creating a work group, formed by the technology specialized firms, to be responsible of the development and technology research within the local arrangement. It was also found that the ancor enterprise, Petrobrás, is absent from the activities of the local arrangement, wich today is lead by SEBRAE
