Proposta de (re)estruturação da malha cicloviária na Zona Norte de Aracaju/SE

Resumo: The high population growth, especially in developing countries, has favored disorderly urbanization in contemporary cities, negatively reflecting the equal use of urban space in the citizen's right to mobility, that is, in urban life. In Brazil, besides the misguided common policy of housing spraying, the absence of active policies for active transport, understood as the act of walking and cycling, associated with urban development based on urban road planning, have a direct impact on the mobility of citizens. The roads are increasingly overloaded and the bicycle is an attractive model due to its low acquisition and maintenance costs. The increase of bicycles on the streets requires adequate and quality infrastructure, in an inviting system that provides the user with safety however the Brazilian cycle network, mostly disconnected and precarious, corresponds to only 2.8% of the country's total road network. In the Sergipe capital, the cycle network comprises about 67 km of extension equivalent to 4.51% of the local mesh, presented in an unadjusted, precarious and selective way, where the North and peripheral areas are disadvantaged. This work proposes (re) structuring the mesh of the Northern Zone of Aracaju, seeking the integration of non-motorized modalities, mainly, with the collective transport. Bringing the discussion about urban mobility policies and their true beneficiaries, the solution adopted was based on bibliographical research, observation studies, interviews and own experience as a resident of the region and a cyclist associated with the ideas of scholars in the area. This work is only a first step to this discussion, which should not be limited to the academic milieu, but rather to gain proportions that include civil society in order to allow new solutions for the urban space in favor of the democratization of the City.

No Brasil, além da recorrente política habitacional equivocada de espraiamento, a ausência de políticas atuantes voltadas para o transporte ativo, entendido como o ato de andar e pedalar, associado ao desenvolvimento urbano pautado no urbanismo rodoviarista, impactam diretamente na mobilidade dos cidadãos. As vias estão cada vez mais sobrecarregadas e a bicicleta surge como um modal atrativo pelo seu baixo custo de aquisição e manutenção. O aumento de bicicletas nas ruas requer infraestrutura adequada e de qualidade, em um sistema convidativo que forneça ao usuário segurança, porém, a rede cicloviária brasileira, em sua maioria desconectada e precária, corresponde a apenas 2,8% da malha viária total do país. Na capital sergipana, a malha cicloviária compreende cerca de 67 km de extensão equivalente a 4,51% da malha local, apresentada de modo despadronizado, precário e seletivo, onde a região Norte e as áreas periféricas são desfavorecidas. Este trabalho propõe (re) estruturar a malha da Zona Norte de Aracaju, buscando a integração dos modais não motorizados, principalmente, com o transporte coletivo. Trazendo a discussão sobre as políticas de mobilidade urbana e quais os seus verdadeiros beneficiários, a solução adotada baseou-se no levantamento bibliográfico, estudos de observação, entrevistas e experiência própria enquanto morador da região e ciclista associada às ideias de estudiosos da área.
