Internacionalismo municipal no nordeste : desafios na consolidação e expansão de uma agenda paradiplomática nas cidades de Aracaju e João Pessoa

The 90s showed the rise and performance of subnational governments in international relations as a consequence of globalization. In this scenario, paradiplomacy, a phenomenon commonly known as the international insertion of subnational entities, became more intense in recent decades, being observed more sharply in Brazil after the re-democratization. However, this manifestation occurs unevenly between the different regions of the country and in the northeast, for example, there is less dynamism in this practice. In this way, when taking a look at the performance of cities in this theme, it is known that through municipal internationalism these actors have been acquiring an increasing importance in the international sphere, but that they still face difficulties and challenges to develop their activities. Therefore, using the qualitative method through a survey and exploratory literature review of specialized literature, in addition to the development of case studies, this work aims to analyze the characteristics of two towns in northeastern Brazil, Aracaju, capital of Sergipe and João Pessoa, capital of Paraíba, trying to understand the main factors that create difficulties for the development of an expressive, coordinated, and continuous paradiplomacy by these two cities, from the year 2010. In addition, this research seeks to bring contributions to the discussions about the reality of municipal paradiplomacy in the northeast region.
