Resumo: Social Technology (TS) has been considered as a technology that is not imposed and that is aimed at generating solutions to a specific problem, together with the beneficiaries. This technology can be understood as a product, technique or methodology that has specific characteristics in its essence, which is why its construction from traditional Project methodologies is inadequate. This study aims to analyze the implementation and management of the TS Projects of Brazilian Public Universities. Specifically, it is about identifying whether the projects developed at Public Universities have the characteristics linked to a TS and verifying which actions and tools were used in their implementation, enabling the structuring of a methodology that helps in the implementation of Social Technology Projects. The theoretical contribution on Social Technologies (TSs) was based on its concepts, principles, parameters and dimensions, supporting the validation of projects as TS. Project Management, on the other hand, based on the PMD Pro guide, enabled the development of a methodology guided by a theoretical basis with characteristics similar to TS. As for the methodological procedures, the research is of a qualitative nature and characterized as exploratory and descriptive. The strategy used was the method of studying multiple cases, being considered as units of analysis the TSs developed by the Brazilian Public Universities that are registered in the Bank of Social Technologies (BTS) of the Banco do Brasil Foundation (FBB). To this end, data were collected through documents and semi-structured interviews with project managers and / or members. Content analysis was used for data treatment. In addition, bibliographic research was used to complement data for proposing the methodology. The results show that all STs developed in university environments are part of or linked to the University Extension and that they were developed as projects in their respective research areas without considering the characteristics of a TS as a criterion; even so, the indicators that characterize a project like TS were expressively found in five of the six projects analyzed. As for the management of STs, a deficiency on the part of the team in the use of management actions and tools was identified, corroborating the findings of the literature. Finally, the findings of the cases show the theoretical assumption of the difficulty of defining and knowing a TS, in addition to pointing out the lack of management of TS projects, thus presenting a simplified and comprehensive methodology, as a collaboration for the various social actors and institutions that aim to develop TS Projects in a practical way.

Essa tecnologia pode ser compreendida como um produto, técnica ou metodologia que possuem características específicas na sua essência, razão pela qual se torna inadequada a sua construção a partir de metodologias tradicionais de Projetos. O presente estudo tem como objetivo analisar a implementação e gerenciamento dos Projetos de TS das Universidades Públicas Brasileiras. Especificamente, trata-se de identificar se os projetos desenvolvidos nas Universidades Públicas possuem as características atreladas a uma TS e verificar quais as ações e ferramentas foram utilizadas em sua implementação, possibilitando a estruturação de uma metodologia que auxilie na implementação de Projetos de Tecnologia Social. O aporte teórico sobre Tecnologias Sociais (TSs) fundamentou-se nas suas conceituações, princípios, parâmetros e dimensões, respaldando a validação dos projetos como uma TS. Já o Gerenciamento de Projetos, a partir do guia PMD Pro, possibilitou o desenvolvimento de uma metodologia orientada por uma base teórica com características similares a TS. Quanto aos procedimentos metodológicos, a pesquisa é de natureza qualitativa e caracterizada como exploratória e descritiva. A estratégia utilizada foi o método de estudo de múltiplos casos, sendo considerada como unidades de análise as TSs desenvolvidas pelas Universidades Públicas Brasileirs que estão cadastradas no Banco de Tecnologias Sociais (BTS) da Fundação Banco do Brasil (FBB). Para tanto, os dados foram coletados por meio de documentos e entrevista semiestruturada com os gestores e/ou integrantes dos projetos. A análise de conteúdo foi utilizada para o tratamento dos dados. Ademais, foi utilizada a pesquisa bibliográfica como complementação de dados para a proposição da metodologia. Os resultados apontam que todas as TSs desenvolvidas em ambientes universitários fazem parte ou estão ligadas à Extensão Universitária e que foram desenvolvidas como projetos em suas respectivas áreas de pesquisa sem considerar como critério as características de uma TS; ainda assim, os indicadores que caracterizam um projeto como TS foram expressivamente encontrados em cinco dos seis projetos analisados. Já quanto ao gerenciamento das TSs foi identificado uma deficiência por parte da equipe na utilização de ações e ferramentas de gestão, corroborando os achados da literatura.
