AS RELAÇÕES DE PODER/SABER NO DOCUMENTO: CARTA DE APRESENTAÇÃO DO SAEMS - 2011: RELATIONS OF POWER / KNOWLEDGE IN DOCUMENT: LETTER OF PRESENTATION SAEMS - 2011

RESUMO: O presente artigo tem por objetivo estudar o discurso do documento oficial: carta de apresentação do Manual do Professor Aplicador do Sistema de Avaliação da Educação da Rede Pública de Mato Grosso do Sul (SAEMS) – 2011. O estudo propõe-se investigar como se constituem os jogos discursivos de poder/saber e os efeitos de poder que regem esse discurso (Discurso Político Pedagógico). Supõe-se haver no discurso oficial certa naturalização dos dizeres em virtude da autoridade que o documento traz consigo e que lhe permite delegar poderes aos que estão institucionalmente autorizados e legitimados a manejá-lo. Como recurso metodológico, utilizasse-se, em especial, o método arqueogenealógico de Foucault, pois se problematiza porque o discurso em questão se reproduz enquanto “regime de verdade”, pouco questionável. Como aporte teórico detém-se às teorias da Análise do Discurso e à Linguística Aplicada. A partir das análises, temos entendido que a argumentação dos discursos em questão se constrói a partir de representações de liberdade e de democracia que podem se encontrar coerentes com o momento histórico-social, fazendo com que a carta seja entendida como documento de bem comum e de progresso, tentando camuflar as emergências de poder, que são aqui desconstruídas por meio da materialidade linguística. Regime de verdade.        ABSTRACT: This paper aims to study the discourse of the official document: letter of introduction to the Applicator Teacher's Manual of the Assessment System of Public Education Network of Mato Grosso do Sul (SAEMS), 2011. This study proposes to investigate how the discursive games of power / knowledge are constituted and the effects of power that govern this discourse (Educational Policy Discourse). It is believed to be naturalization of certain words in the official discourse by virtue of the authority that the document holds and allows to empower those who are institutionally legitimized and authorized to handle it. As a methodological approach, the study relies, in particular, on Foucault’s archaeo-genelogical method, because it discusses why the discourse in question is reproduced as a “regime of truth”, non-questionable. As a theoretical approach the study holds to the theories of discourse analysis and Applied Linguistics. From the analysis we understand that the argument of the discourse in question is constructed from representations of freedom and democracy that can be found consistent with the historical-social moment, so that the letter is understood as a document of common good and advancement, attempting to camouflage the emergency of power, which are here deconstructed through the linguistic materiality.
