Resumo: http://dx.doi.org/10.1590/1414-49802016.00100011 The purpose of this article is to present reflections on the discursive matrixes that support the discourse that presents youth as strategic development agents in the realm of the National Youth Policy. Based on a theoretical perspective and a critical discourse analysis, it analyses public documents and official discourses about the National Youth Policy, from 2005 to 2014. The analysis found the existence of two discursive matrixes that support the youth policy, which operate dialectically associated in opposition, based on contradictions between the field of rights and poverty, risk and social vulnerability.

The analysis found the existence of two discursive matrixes that support the youth policy, which operate dialectically associated in opposition, based on contradictions between the field of rights and poverty, risk and social vulnerability.O objetivo deste trabalho é apresentar reflexões acerca das matrizes discursivas que fundamentam o discurso de jovem como agente estratégico de desenvolvimento no âmbito da Política Nacional de Juventude, desenvolvidas em tese de doutoramento, a partir da perspectiva da teoria crítica e análise crítica do discurso, realizada em documentos de domínio público e discursos oficiais. Identificamos a existência de duas matrizes discursivas que fundamentam a Política de Juventude, operando dialeticamente associadas em oposição, a partir das contradições entre o campo dos direitos e da pobreza, risco e vulnerabilidade social.
