Resumo: | The youths from Ceará are poorly articulated politically, and there is, for example, no youth council in most municipalities in Ceará. It becomes relevant to develop dialogical relationships with young people, especially residents of rural and peripheral locations, so that they can intervene in favor of local and state policies in matters that concern them. The objective was to qualify technically and politically young people economically less favored about the Brazilian socio-political reality, them to social engagement and to act as defenders of a popular project of society with a view to greater social justice. The study was supported by action-based research mediated by Pedagogy of Alternation, which provided training for 45 young people from eight cities: Fortaleza, Limoeiro do Norte, Itapipoca, Tianguá, Sobral, Crateús, Iguatu and Crato. It was found that young people have little political participation in their municipalities, as they had little knowledge about the elaboration and implementation of public policies, and that these were thought without listening to youth concerns, considering them a social problem. Faced with political empowerment, young people understood their local specificities and established greater engagement in social development and monitoring of youth policies that were intrinsic to them. |

Se vuelve relevante desarrollar relaciones dialógicas con los jóvenes, especialmente los residentes de lugares rurales y periféricos, para que puedan intervenir a favor de las políticas locales y estatales en asuntos que les conciernen. El objetivo era calificar técnica y políticamente a los jóvenes menos favorecidos económicamente sobre la realidad sociopolítica brasileña para el compromiso social y para actuar como defensores de un proyecto popular de la sociedad con vistas a una mayor justicia social. El estudio fue apoyado por una investigación-acción mediada por la Pedagogia da Alternância, que brindó capacitación a 45 jóvenes de ocho diócesis: Fortaleza, Limoeiro do Norte, Itapipoca, Tianguá, Sobral, Crateús, Iguatu y Crato. Se descubrió que los jóvenes tienen poca participación política en sus municipios, ya que no tenían conocimiento sobre la elaboración e implementación de políticas públicas, y que estos fueron pensados sin escuchar las preocupaciones de los jóvenes, considerándolos un problema social. Enfrentados al empoderamiento político, los jóvenes entendieron sus especificidades locales y establecieron una mayor participación en el desarrollo social y el monitoreo de las políticas de juventud que les eran intrínsecasAs juventudes cearenses se encontram pouco articuladas politicamente, sendo inexistente, por exemplo, o conselho da juventude na maioria dos municípios do Ceará. Torna-se relevante desenvolver relações dialógicas com os jovens, especialmente, residentes de localidades rurais e periféricas para que possam atuar interventivamente em prol de políticas locais e estaduais em matérias que lhes dizem respeito. O objetivo foi qualificar técnica e politicamente jovens menos favorecidos economicamente acerca da realidade sociopolítica brasileira empoderando-os e sensibilizando-os para o engajamento social e para a atuação como defensores de um projeto popular de sociedade com vistas a maior justiça social. Metodologicamente, o estudo amparou-se na pesquisa-ação mediada pela Pedagogia da Alternância, que oportunizou uma formação direcionada a 45 jovens de oito dioceses: Fortaleza, Limoeiro do Norte, Itapipoca, Tianguá, Sobral, Crateús, Iguatu e Crato. Constatou-se que os jovens pouco participaram politicamente em seus municípios, pois possuíam pouco conhecimento acerca da elaboração e efetivação de políticas públicas, e que estas eram pensadas sem ouvir os anseios juvenis, considerando-os problema social.
