Transformations in social wefare regimes and their impacts on Social Work

Resumo: | This article based on the idea that it is not possible to understand the Social Work profession separate from the process of institutionalization of social policies. Therefore, the analysis of the profession today cannot be conducted without considering the changes that social welfare regimes, consolidated since the end of the Second World War, have been suffering since the late 1970’s. These changes, have repercussions in the way that social services and policies are administered and managed that are manifest in the processes of privatization and decentralization as well as in the participation of civil society in the provision of social welfare. These changes also influence the profession itself. These impacts are divided into two large organized groups: those which are linked to social policies concerned with creating opportunities for the provision of social goods and services and those concerned with creating opportunities for professional insertion. |

These impacts are divided into two large organized groups: those which are linked to social policies concerned with creating opportunities for the provision of social goods and services and those concerned with creating opportunities for professional insertion.Este artículo parte de la consideración de que no es posible comprender la profesión del Trabajo Social por fuera del proceso de institucionalización de las políticas sociales. Por tanto, el análisis de la profesión en la actualidad no puede ser hecho al margen de las modificaciones que el régimen de bienestar social consolidado después de la Segunda Guerra Mundial ha venido sufriendo a partir de finales de los años ‘70. Estas modificaciones tienen repercusiones en la forma en que son administradas y gestionadas las políticas y servicios sociales, manifestándose en los procesos de privatización, descentralización, focalización y participación de la sociedad civil en la provisión del bienestar social y generan impactos sobre la profesión. Estos son agrupados en dos grandes ejes articulados: aquellos vinculados a las políticas sociales como espacio de provisión de bienes y servicios sociales y los referidos a lãs políticas sociales como espacio de inserción profesional.Este artigo parte do pressuposto que não é possível compreender o Serviço Social como profissão, desvinculado do processo de institucionalização das políticas sociais. Portanto, a análise da profissão na atualidade não pode desconhecer as mudanças que sofre, desde finais dos anos 70, o sistema de bem-estar social consolidado após a Segunda Guerra Mundial. Essas mudanças, por um lado, incidem na forma de administrar e gerir as políticas e serviços sociais, expressa nos processos de privatização, descentralização e focalização, assim como na participação da sociedade civil, na provisão do bem-estar social; por outro lado, geram impactos na profissão.
