Right to communication and citizenship: the democratic process at the center of the debate

Resumo: This article investigates the relationship, not always explicit, between power and the exercise of the right to communication, indicating points of convergence and divergence to contextualize the mediatization scenario. Based on an interdisciplinary theoretical review on the characteristics of social communication today, in dialogue with the background elements of Brazilian society that deal with the authoritarian, violent and non-citizenship tradition in which the country was forged, this study points to the centrality of the democratic process when analyzing the relationship between media and power, as well as the specificities of the reality of social media in Brazil, largely marked by a historically concentrated communication system and averse to discussions about pluralism and democratic control.
