Indicators and social equity: properties of sustainability indicators and the absence of the social justice principle in studies on climate change and C02

Resumo: This article’s main objective is to analyze the radical transformation of results in use of sustainability indicators and the consequences when a key principle is no longer considered. In this sense, we analyze some studies about CO2 emission and its relationship with climate change; and we hypothesise that they do not consider the social equity principle. Initially search is made in the literature about the properties of indicators and about the importance of such indicators. We then analyze the studies mentioned in order to test this hypothesis. As a result, we suggest the need of making explicit the target of social equity in the set of properties for those indicators, in order to avoid such biases. The role of these sustainability indices in decision-making processes is enough to justify our concern in the present article.

Para ello se analizan algunos estudios sobre las emisiones de CO2 en relación con el cambio climático global, que no incorporan el principio de la equidad social. En primer lugar, buscamos en la literatura especializada las propiedades y la importancia de los indicadores. Hay, entre otros factores, su papel en la toma de decisiones en las políticas públicas, suficiente para justificar la preocupación en este artículo. Entonces, para probar la hipótesis, se realiza un análisis sobre la forma como algunos autores e instituciones se utilizan del indicador ambiental dióxido de carbono. Finalmente, para concluir se señala la necesidad de exponer el principio de la búsqueda de la equidad social en todas las propiedades básicas de los indicadores como una forma de evitar los resultados no deseados, lo que se detecta en los estudios mencionados.O principal objetivo deste artigo é verificar a transformação radical de resultados decorrente de utilização de indicadores quando um princípio-chave não é considerado. Para isso são analisados alguns estudos sobre emissão de CO2 na sua relação com mudança climática, que não incorporam o princípio da equidade social. Inicialmente é feita pesquisa na literatura especializada acerca das propriedades, existentes ou desejadas, e importância dos indicadores. Constata-se, dentre outros fatores, o papel destes nos processos de decisão em políticas públicas, suficiente para justificar a preocupação no presente artigo. Em seguida, para a demonstração da hipótese, é feita a análise da forma como alguns autores e instituições utilizam o indicador ambiental dióxido de carbono. Finalmente, como conclusão, é apontada a necessidade de se explicitar o princípio da busca da equidade social no conjunto das propriedades básicas dos indicadores, como forma de evitar indesejados vieses, como o detectado nos estudos referidos.
