War and peace in the 21st century

Resumo: Nowadays, an unrealistic common sense on the understanding of the phenomenon of the war prevails in the Occident. That may be explained by the transformation of the analytical perspective of the State into one of the civil society, as well as of the historical loss of the meaning of human action. The text argues that the criticism to the unilateralism of the USA hides serious problems of reality perception that hinders the development of the debate in the area of the international relations. The conclusion is that the current international order is in transition, having been brokered by the emergency of the global terrorism, that ended up leading the USA to take over a strong warlike decisionism against any kind of threat to the global safety.

El texto argumenta que por detrás de las críticas al unilateralismo de los EUA se encuentra un grave problema de percepción de la realidad, el cual que dificulta el correcto desarrollo del debate em el área de las relaciones internacionales. El texto concluye conjeturando que la actual orden internacional está en transición, habiendo sido detonada por la irrupción del terrorismo global, que a su vez llevó a los EUA a asumir un fuerte decisionismo bélico contra cualquier amenaza a la seguridad americana y global.Atualmente, predomina em Ocidente um senso comum distante da compreensão do fenômeno da guerra que se explica pelo deslizamento da perspectiva de análise do Estado para o da sociedade civil, assim como da perda sentido histórico e civilizatório da ação humana. O texto argumenta que por trás das críticas ao unilateralismo dos EUA se encontra um grave problema de percepção da realidade que dificulta o correto desenvolvimento do debate na área das relações internacionais.
