Resumo: | The aim of this article is to present an introduction to the history of the tobacco industry and the confrontation between its social network of stakeholders and the network led by the World Health Organization (WHO), with a focus on the Brazilian context and the role of the Alliance for the Control of Tobacco Use (ACT) as the coordinator of multiple stakeholders opposing the tobacco industry strategies in Brazil. The article seeks to describe the problematic relationship between tobacco production and export on the one hand and tobacco control on the other, as exemplified by the approval, in February 2005, of the first international public health treaty (WHO Framework Convention for Tobacco Control). The text is based on research leading to a PhD thesis in 2000, which has been updated through articles and ongoing research since then, with the aim of monitoring the unfolding of this issue that is central to the public health policies |

El artículo busca delinear la problemática correlación entre producción, exportación y combate al consumo de tabaco tomando como referencia la aprobación, en febrero de 2005, del primer Tratado Internacional de Salud Pública (Convención-Cuadro de Control del Tabaco). El texto parte de una base de investigación que resultó en tesis de doctorado en 2000, y que viene sendo actualizada mediante artículos con investigación documental desde entonces, visando vigilar el desarrollo de esta temática que es central en las políticas públicas de salud.O objetivo deste artigo é apresentar uma introdução à história da indústria de tabaco e do confronto entre sua rede social de stakeholders e a rede liderada pela Organização Mundial da Saúde, enfatizando-se a situação brasileira e o papel da Aliança de Controle do Tabagismo (ACT) como articuladora de uma multiplicidade de stakeholders contrários às estratégias da indústria no Brasil. O artigo busca delinear a problemática correlação entre produção, exportação e combate ao consumo de tabaco tomando como referência a aprovação, em fevereiro de 2005, do primeiro Tratado Internacional de Saúde Pública (Convenção-Quadro de Controle do Tabaco).
