This text has two central objectives, the first is to present elements and reflections on the construction of Contingency Plans under the Unified Health System (SUS) and the Unified Social Assistance System (SUAS) in the context of the Covid-19 pandemic and the second, is to point out considerations about the articulation and connection of contingency plans with multiannual plans (PPAs) and sectoral four-year plans of public policies in the three spheres of government. The article has a relatively technical and sometimes descriptive character on the subject, has a propositional perspective when it seeks to connect the instruments of management of social policies of regular flow with contingencies of disasters, emergencies and calamities. In its development presents technical-normative references of the Policy and the National System of Protection and Civil Defense and reflections on the possibility of the Municipal Multiannual Plans 2022-2025 in the area of health and social assistance integrate into its structure the Contingency Plans.
