Analysis of the well-being of the municipalities of the Brazilian northeastern region from the perspective of the Efficient Municipal Human Development Index

Resumo: The Municipal Human Development Index (IDHM) has been widely used as a guide by managers to create public policies, however does not take into consideration whether or not these municipalities are allocating the resources in an efficient manner. Therefore, this study is aimed at measuring a IDHM in the Brazilian Northeastern region while incorporating the efficiency dimension and comparing to the index that does not take this component into consideration. It has been used the Data Envelopment Analysis method to determine the efficiency of the spending in education and health, which, together with the Gini index, were part of the calculation of the average efficiency index. This index was included in the geometric mean of the IDHM-Education, IDHM-Health and IDHM-Income, resulting in the Efficient Municipal Human Development Index (IDHME). The results showed that the high levels of social well-being of the municipalities are not necessarily related to the adequate use of the municipal public resources.

Por lo tanto, este estudio tiene como objetivo medir un IDHM en el Nordeste brasileño incorporando la dimensión de eficiencia y compararlo con el índice que no considera ese componente. Para determinar la eficiencia del gasto en educación y salud se utilizó el método de Análisis Envolvente de Datos (DEA), que junto con el índice de Gini formaron parte del cálculo del índice de eficiencia promedio. Este índice se incluyó con la media geométrica del IDHM-Educación, IDHM-Longevidad e IDHM-Ingresos, dando como resultado el índice de desarrollo humano municipal eficiente (IDHME). Los resultados mostraron que los altos niveles de bienestar social en los municipios no están necesariamente relacionados con el uso adecuado de los recursos públicos municipales.O Índice de Desenvolvimento Humano Municipal (IDHM) tem sido amplamente utilizado como guia para os gestores criarem políticas públicas, porém não considera se tais municípios estão alocando os recursos de forma eficiente. Portanto, este estudo objetiva mensurar um IDHM no Nordeste brasileiro incorporando a dimensão eficiência e comparar com o índice que não considera tal componente. Utilizou-se o método de Análise Envoltória dos Dados (DEA) para determinar a eficiência dos gastos com educação e saúde, que juntamente com o índice de Gini fizeram parte do cálculo do índice de eficiência média. Esse índice foi incluído à média geométrica do IDHM-Educação, IDHM-Longevidade e IDHM-Renda, resultando no índice de desenvolvimento humano municipal eficiente (IDHME).
