Institutionalization of the Virtual Learning Environment in Higher Education: Case of the Federal University of Paraná

Resumo: This case study describes the institutionalization of Virtual Learning Environment (VLE) at Federal University of Paraná, from 2010 to 2018, based on studies of Tolbert and Zucker (1996) and Greenwood, Suddaby and Hinings (2002). For thematic content analysis of primary sources, twelve semi-structured interviews were carried out with professors and technical-administrative staff from Graduation Courses in Administration and Information Management and the Coordination of Integration and Policies of Distance Education. Several documents from secondary sources were also analyzed. It was identified that, almost a decade after the regulation of the distance workload in the presential graduation courses, the process is still in the habitualization phase of Tolbert and Zucker (1996) and points to the contrary interest’s action of the social actors as cause of obstruction of the institutionalization flow of a new practice. In addition, to corroborating with the studies mentioned, the research brings theoretical and practical contributions by jointly analyzing the organizational flow of the institutionalization process of Tolbert and Zucker (1996) and the strategic theorization for the institutionalization of new practices according to Greenwood et al. (2002).

(2002).Este estudio de caso describe la institucionalización del Entorno Virtual de Aprendizaje (AVA) en la Universidad Federal de Paraná, de 2010 a 2018, con base en estudios de Tolbert y Zucker (1996) y Greenwood, Suddaby y Hinings (2002). Para el análisis de contenido temático de fuentes primarias se realizaron doce entrevistas a profesores y técnicos administrativos de las Carreras de Administración y Gestión de la Información y de Coordinación de Políticas de Integración y Educación a Distancia, así como análisis de documentos de fuentes secundarias. Se identificó que, a casi una década de la regulación de la carga lectiva a distancia en las carreras presenciales de pregrado, el proceso aún se encuentra en la fase de habituación de Tolbert y Zucker (1996) y apunta a la acción de intereses contrarios de la sociedad. actores como causa de obstrucción del flujo de institucionalización de una nueva práctica. Además de corroborar los estudios antes mencionados, esta investigación aporta aportes teóricos y prácticos al analizar conjuntamente el flujo organizacional del proceso de institucionalización de Tolbert y Zucker (1996) y la teorización estratégica para la institucionalización de nuevas prácticas según Greenwood et al. (2002).Este estudo de caso descreve a institucionalização do Ambiente Virtual de Aprendizagem (AVA) na Universidade Federal do Paraná, no período de 2010 a 2018, fundamentada nos estudos de Tolbert e Zucker (1996) e Greenwood, Suddaby e Hinings (2002). Para a análise de conteúdo temática de fontes primárias foram realizadas doze entrevistas com docentes e técnico-administrativos dos Cursos de Graduação de Administração e Gestão da Informação e da Coordenação de Integração e Políticas de Educação a Distância, bem como análise de documentos de fontes secundárias. Identificou-se que, quase uma década após a regulamentação da carga horária a distância nos cursos de graduação presencial, o processo ainda está na fase habitualização de Tolbert e Zucker (1996) e aponta para a ação de interesses contrários dos atores sociais como causa de obstrução do fluxo de institucionalização de uma nova prática. Além de corroborar com os estudos mencionados, esta pesquisa traz contribuições teórica e prática, ao analisar, conjuntamente, o fluxo organizacional do processo de institucionalização de Tolbert e Zucker (1996) e a teorização estratégica para a institucionalização de novas práticas conforme Greenwood et al.
