Rains in Brazil: social representations and practices

Resumo: The risks issue has earned worth within Social Sciences because the undesirable effects which they have in the social production of modernity. One of the possible approaches is that one which considers risks as belonging to an objective reality, although their definition and respective strategies to deal with them can be different. In face of the exposed above this study aims to analyze disasters related to rains in Brazil, considering some sociocultural aspects of the affected population. Faced with rain and flood risks the affected populations hardly communicate their experiences to the experts and emergency managers. They work bureaucratically along vulnerability assessment and have resistance to accept community capacity for risk identification and prevention measures proposing. Aware about this context, this article focuses on some sociological fundaments regarding the viewpoint and beliefs about dangers and risks which shape the condition for the society to face damages currently, through a case study analysis from the municipality of São Carlos (SP), Brazil. Uma das abordagens é a que considera que os riscos existem numa realidade objetiva, porém, que a forma como são definidos e as estratégias que se adotam perante eles podem ser variáveis. Diante disso, este artigo objetiva analisar os desastres relacionados às chuvas no Brasil, considerando aspectos socioculturais da população afetada. Diante das chuvas e do risco de inundações, a população afetada tem dificuldade de comunicar suas experiências aos peritos e aos gestores de emergência, que, por sua vez, agem burocraticamente na avaliação da vulnerabilidade e são pouco propensos a aceitar a forma comunitária de identificar riscos e propor medidas de proteção.
