Comparative study of assignments, functions and activities as a subsidy to the creation of classification schemes in municipal ambit

Resumo: The article presents the analysis of the first part of the process to create a Classification Plan, as a tool for control and access to information in municipal archives. The objective of the research was to identify attributions, functions and activities developed by the City Hall of Marília/SP, comparing similar studies carried out in other Brazilian municipalities. For that, the administrative changes that occurred in the Municipality were analyzed, in order to compare them with other municipalities that have already elaborated a Classification Scheme. The methodology contemplates a case study, with research of legislation, municipal attributions and documentary research. The results presented broaden the debate on the issues related to identification and classification in the theoretical field of Archival Science, as well as the definition of methodological procedures for the elaboration of filing systems for municipal archives. The work is justified, as it contributes to the administrative management of public agencies, as well as collaborate with the future implementation of the Public Archive of Marília.

O objetivo da pesquisa foi identificar as atribuições, funções e atividades desenvolvidas pela Prefeitura Municipal de Marília/SP, comparando estudos semelhantes realizados em outros municípios brasileiros. Para isso, foram analisadas as mudanças administrativas ocorridas no Município, a fim de compará-los a outros municípios que já tenham elaborado um Plano de Classificação. A metodologia contempla um estudo de caso, com pesquisa de legislação, de atribuições municipais e pesquisa documental. Os resultados possibilitam a ampliação do debate sobre as questões relacionadas à identificação e classificação no campo teórico da arquivística, bem como a definição de procedimentos metodológicos para a elaboração de planos de classificação para arquivos municipais.
