Applicability of the laws of transparency and access to information: an analysis of portfolio of transparency in the three areas of power in the State of Amapá

Resumo: The set of Laws that consolidate the Transparency process implies the obligation of public bodies to make accessible the information produced and related to the development of their activities and make them available to all. The article sought to follow the implementation of the LAI the degree of adherence of the organs, through its official websites, observing the effectiveness of the access to public information, this research used in the scope of the State of Amapá, comprising the three spheres of power and their organs. This work has its importance due to the relevance of the theme about public transparency in Amapá. The study is structured in a methodology based on the analysis of Active and Passive Transparency, through an analytical instrument proposed by the researchers to the studied Portals, under the eyes of the Laws of Access to Information and Transparency. Its objectives were to verify if the portals are in accordance with the transparency legislation and to propose recommendations that will subsidize the Institutions researched in the future. it was concluded that access to public information is not yet properly implemented in the public agencies of the powers, failing to contribute to the development of a public, participatory, responsible and transparent management, fundamental for the full exercise of democracy in the State of Amapá.

Neste artigo buscou-se acompanhar a implantação da Lei de Acesso à Informação e o grau de aderência dos órgãos, através de seus sites oficiais, observando à efetividade do acesso à informação pública, esta pesquisa empregada no âmbito do Estado do Amapá, compreendendo as três esferas de poder e seus órgãos. O referido trabalho tem a sua importância em virtude da relevância do tema acerca da transparência pública no Amapá. O estudo está estruturado em metodologia baseado na análise da Transparência Ativa e Passiva, através de um instrumento analítico proposto pelos pesquisadores aos portais estudados, sob o olhar das Leis de Acesso à Informação e da Transparência.
