A new logic of mandatory budgeting and a new form of participatory budget: the case of the Participatory Legislative Budget of Florianópolis

Resumo: This article presents the result of the case study of the Participatory Legislative Budget (PLB) in Florianópolis, Santa Catarina (Brazil). In the light of the neoinstitutionalist perspective, the case of the PLB was analyzed and described. The analysis included a review of the origin, trajectory, structure, norms and rules of this experience, as well as the elements of its institutional design that qualify it were explored as a democratic innovation. The PLB is formatted by the intersection of the prerogatives of the Mandatory Budget and the Participatory Budget, therefore, it is presented taking into account the logics and patterns of these two budget instruments. Being qualitative and exploratory in nature, the research universe was limited to the experience in the south of the island of Florianópolis, which resulted in nine community projects. In summary, the conclusion indicates the presence of elements in the institutional design of the PLB that maintain, adapt and/or innovate the logics and molds of the Mandatory Budget and the Participatory Budget applied to this experience.

À luz da perspectiva neoinstitucionalista, foi analisado e descrito o caso do OLP, o que compreendeu um resgate acerca da origem, trajetória, estrutura, e das normas e regras dessa experiência, assim como também foram explorados os elementos do seu desenho institucional que a qualificam como uma inovação democrática. O OLP é formatado pela interseção das prerrogativas do Orçamento Impositivo e do Orçamento Participativo, por isso, é apresentado tendo em conta as lógicas e os moldes destes dois instrumentos orçamentários. De natureza qualitativa e exploratória, o universo da pesquisa limitou-se à experiência do Sul da Ilha de Florianópolis, da qual resultaram nove projetos comunitários.
