Open access and research funding in Brazil: characteristics and trends in scientific production

Resumo: Objective: this study aims to analyze the distribution of Brazilian scientific production, considering its growth and possible relationship between indexing variables, research funding and open access modalities. It measures adherence to open access, considering the indexing databases, the presence or absence of funding, and the modalities and areas of research funding by Fapesp. Methods: the study has an exploratory character, based on a scientometric approach for the analysis of the variables of interest. It considers all original and review articles from 2009 to 2016, published by authors affiliated to Brazilian institutions. Information on funding modalities of articles resulting from research funded by Fapesp was obtained from its Virtual Library (BV Fapesp). Results: a significant increase in restricted access articles was observed on the Web of Science (WoS), in addition to a percentage increase in articles with no mention of funding. Among the open access modalities, the Bronze route stands out at the beginning of the period, giving way to Golden; and SciELO represents almost 50% in open access when there is no mention of funding, and 20% when funding is declared. The Fapesp funding modalities reveal a relationship between: scholarship levels and open access modalities, with higher level and publication in WoS, and lower level in SciELO; Regular and Biota grants have a higher percentage in SciELO, while Thematic, CEPIDs and Young Researcher in WoS. Finally, it was observed that practically all areas increase the percentage of articles in restricted access at the end of the period, with emphasis on Humanities. Conclusions: Brazilian scientific production signals that the trend towards open access is reversed among the sub-periods analyzed. Fapesp's initiatives are perceived, with a favourable trend towards the Golden route, in Web of Science journals, while SciELO reinforces this trend, both in Fapesp-funded research and in production funded by other agencies, as well as in publications without mention to funding. In such circumstances, researchers from São Paulo institutions accredited in post-graduate programs are forced to find an intersection point, which prioritizes the Impact Factor, but often having to give up open access.

Mide la adhesión al acceso abierto, considerando las bases de indexación, la presencia o no de financiación, y las modalidades y áreas de financiación de la investigación por parte de la Fundação de Amparo à Pesquisa do Estado de São Paulo (Fapesp). Método: el estudio tiene un carácter exploratorio, basado en un enfoque cienciométrico para analizar las variables de interés. Considera la totalidad de artículos originales y de revisión publicados por autores afiliados a instituciones brasileñas en el período de 2009 a 2016. Las informaciones sobre las modalidades de financiación de los artículos resultantes de investigaciones financiadas por la Fapesp se obtuvieron de su Biblioteca Virtual (BV Fapesp). Resultado: hubo un aumento significativo de artículos con acceso restringido en la Web of Science (WoS), además de un aumento porcentual de artículos sin mención de financiación. Entre las modalidades de acceso abierto, la vía Bronce se destaca al inicio del período, dando paso a la Dorada; y SciELO representa casi el 50% en acceso abierto, cuando no se menciona financiamiento, y el 20% cuando se declara financiamiento. Las modalidades de financiación de la Fapesp revelan una relación entre: niveles de concesión y modalidades de acceso abierto, con mayor nivel y publicación en WoS, y menor nivel en SciELO; las becas Regulares y Biota tienen el mayor porcentaje en SciELO, mientras que Temáticos, CEPIDs y Joven Investigador en WoS. Finalmente, se observó que prácticamente todas las áreas aumentaron el porcentaje de artículos con acceso restringido al final del período, especialmente Humanidades. Conclusiones: la producción científica brasileña indica que la tendencia hacia el acceso abierto se invierte entre los subperíodos analizados. Las iniciativas de la Fapesp se perciben, observándose una tendencia favorable hacia la vía Dorada en las revistas Web of Science, mientras que SciELO refuerza esa tendencia, tanto en las investigaciones financiadas por la Fapesp como en la producción financiada por otras agencias, así como en las publicaciones sin mención de financiación. Dadas estas circunstancias, los investigadores de instituciones de São Paulo que están acreditados en programas de posgrado se ven obligados a encontrar un punto de intersección que priorice el factor de impacto, pero muchas veces teniendo que renunciar al acceso abierto.Objetivo: este estudo se propõe a analisar a distribuição da produção científica brasileira, considerando seu crescimento e possível relação entre as variáveis indexação, financiamento da pesquisa e modalidades de acesso aberto. Método: o estudo tem caráter exploratório, pautando-se em abordagem cientométrica para análise das variáveis de interesse. Considera a totalidade de artigos originais e de revisão publicados por autores filiados a instituições brasileiras no período de 2009 a 2016. Informações sobre as modalidades de financiamento de artigos resultantes de pesquisa financiada pela Fapesp foram obtidos de sua Biblioteca Virtual (BV Fapesp). Resultado: observou um aumento significativo de artigos em acesso restrito na Web of Science (WoS), além de aumento percentual de artigos sem menção a financiamento. Dentre as modalidades de acesso aberto a via Bronze se destaca no início do período, dando lugar à Dourada; e a SciELO representa quase 50% em acesso aberto, quando não há menção a financiamento, e 20% quando se declara o financiamento. As modalidades de fomento Fapesp revelam relação entre: níveis de bolsa e modalidades de acesso aberto, com maior nível e publicação na WoS, e menor nível na SciELO; auxílios Regular e Biota têm na SciELO maior percentual, enquanto Temáticos, CEPIDs e Jovem Pesquisador na WoS. Finalmente, observou-se que praticamente todas as áreas aumentam o percentual de artigos em acesso restrito no final do período, com destaque para as Humanas. Conclusões: a produção científica brasileira sinaliza que a tendência em direção ao acesso aberto é invertida entre os subperíodos analisados. As iniciativas da Fapesp são percebidas, tendo-se observado tendência favorável à via Dourada, em periódicos Web of Science, enquanto o SciELO reforça tal tendência, tanto na pesquisa financiada pela Fapesp, quanto na produção financiada por outras agências, assim como nas publicações sem menção a financiamento.
