Funding of sport in Santa Catarina: the case of FUNDESPORTE in the years 2011 and 2012

Resumo: In the state of Santa Catarina sports policy is linked to the State Department of Sport, Culture and Leisure, which through FUNDESPORTE, promotes the development of Santa Catarina sport. This research has a quantitative, descriptive and exploratory nature, and aimed to investigate the distribution of resources from FUNDESPORTE in 2011 and 2012. In the years analyzed, FUNDESPORTE registered a total of 1,233 projects, but from these, only 317 actually received public transfer. In 2012 the FUNDESPORTE received a public transfer 175% lower than the year of 2011, and from the total sum of that period, 5.6% of the funds were allocated to individuals and 94.4% to legal entities. Both collective and individual modalities were covered by the fund. FUNDESPORTE passes a large portion of its budget to projects aimed at high performance sport and also to major sporting events hosted in the state. This  does not meet the specifications established by Brazil's 1988 constitution to promote sports as a social right and to prioritize the educational sports.

This  does not meet the specifications established by Brazil's 1988 constitution to promote sports as a social right and to prioritize the educational sports.En el Estado de Santa Catarina la politica deportiva esta vinculada al Departamento de Deportes,Cultura y Entretenimiento del Estado,que a travez del FUNDESPORTE promueve el desarrollo del deporte en Santa Catarina.Esta investigacion cuantitativa,descriptiva y exploratoria, tuvo como objetivo investigar la distribucion de los recursos de FUNDESPORTE en el 2011 y 2012. En los anos analizados FUNDESPORTE registro un total de 1933 proyectos, del total de estos solo 317 recibieron efectivamente la transferencia de fondos publicos.En el 2012,la FUNDESPORTE recibio una transferencia 175 % inferior a la del ano 2011 y de la suma total de este periodo,el 5.6% de los  fondos se asignaron a individuos y 94.4% para las personas juridicas .Ambos  deportes colectivos e individuales fueron cubiertos por el fondo,pero no habiendo una proporcionalidad en el numero de proyectos aprobados. El fondo en cuestion pasa una gran parte de su presupuesto a proyectos destinados al deporte de alto rendimiento y tambien para grandes eventos deportivos organizados en el Estado que no cumplen con las especificaciones establecidas por la Constitucion de 1988 del Brasil para promover el deporte como un derecho social y de dar prioridad a los deportes educativos.A Secretaria Estadual de Esporte, Cultura e Lazer é a responsável em Santa Catarina, pelo desenvolvimento esportivo do estado. Tal ação é feita através do financiamento público proveniente do FUNDESPORTE. A presente pesquisa, de cunho quantitativo, descritivo e exploratório, teve por objetivo investigar a distribuição dos recursos do FUNDESPORTE de 2011 e 2012. Nos anos analisados, o FUNDESPORTE cadastrou um total de 1.233 projetos, porém destes 317 receberam efetivamente repasse público. No ano de 2012 o FUNDESPORTE recebeu um repasse 175% inferior ao ano de 2011, sendo que do somatório total desse período, 5,6% dos recursos foram destinados à pessoas físicas e 94,4% à pessoas jurídicas. Tanto modalidades coletivas quanto individuais foram contempladas pelo fundo.
