Resumo: | The federation is a species of state compound. A key feature of federalism is descentralization policy where each government body has its own powers and its foundation in the Constitution. Brazil has a history of political and administrative centralization, but from the proclamation of the Republic, the country has decentralized federalism. The Brazilian constitution of 1988 shows a structure based on plurality and diversity, preserving the balance of federal units. However, in practice what we witness is a false association and have the social and regional aspects more relevant. It is necessary to correct the erroneous way in which federalism has penetrated into our soil and thus achieve the long awaited motherland kind. |

O Brasil apresenta uma história de centralização política e administrativa, mas a partir da proclamação da República o país conheceu o federalismo descentralizado. A Constituição brasileira de 1988 evidencia uma estrutura baseada na pluralidade e diversidade, preservando o equilíbrio das unidades federadas. Entretanto, na prática, o que presenciamos é uma falsa federação que tem nas desigualdades sociais e regionais seus aspectos mais relevantes.
