Resumo: This work is part of a research that aimed to understand how strategies and challenges in the process of building the Education Guide – Gender and citizenship – preschool, a citizenship and gender equality guide for portuguese preschool education. From a historical perspective, it had as theoretical support the concepts of configuration and interdependence relations, by Norbert Elias; and gender, by Joan Scott. From the methodological approach of the policy cycle, by Stephen Ball do, semi-interviews were carried out with seven women-teachers, who participated in the process of building the Guide. Starting from the definition of a public policy is necessary to study the participation of all social contexts, we emphasize that the participation of each of these professionals was fundamental for the strengthening of this policy, between equality policies and education policies.

A partir de um olhar histórico, teve como suporte teórico os conceitos de configuração e relações de interdependência, de Norbert Elias; e gênero, de Joan Scott. A partir da abordagem metodológica do ciclo de políticas, de Stephen Ball, foram realizadas entrevistas semi-estruturadas com sete mulheres-professoras, que participaram do processo de construção do Guião.
