No entanto, ao longo da última década, observa-se que o transporte aquaviário tem aumentado sua participação e importância. A cabotagem obteve um crescimento de 35% do volume transportado entre os anos de 2010 a 2019, destacando-se, as cargas gerais e granel sólido, líquido e gasoso – os quais juntos representaram mais de 90% do total transportado via cabotagem no último ano. O Brasil apresenta uma vasta extensão litorânea, sendo esse um dos fatores que permite a movimentação aquaviária de mercadorias dentro do país consistindo em uma alternativa viável ao transporte rodoviário. Além disso, o recente programa do Governo Federal, BR do Mar, tem buscado incentivar a participação desse modo no transporte de cargas do país. Diante desse cenário, o presente trabalho tem como objetivo analisar a evolução dos fluxos de carga geral e granel transportados via cabotagem de 2010 a 2019. Com esse objetivo, é feita uma caracterização dos fluxos, usando dados quantitativos, para identificar variações de produtos e respectivos volumes no referido período. Além disso, o trabalho identifica os principais tipos de embarcações utilizados para o transporte dos diferentes perfis de carga. Os dados qualitativos, por sua vez, coletados por meio de pesquisas em páginas da web, identificam fatos relevantes que contribuíram para a mudança dos fluxos de produtos e dos volumes na última década. Os resultados indicam que há uma forte concentração de embarcadores e transportadores, fenômeno que parece caracterizar esse modo de transporte: o elevado crescimento da cabotagem na última década é resultado do aumento de carga transportada de poucos embarcadores. Empresas como Petrobrás, Alcoa, Aracruz Celulose, Vale, e Arcelor Mittal são algumas das principais responsáveis pelo aumento do significativo dos volumes transportados e pela maior participação da cabotagem na matriz de transporte do país. O aumento dos volumes transportados por essas empresas foi resultado de investimentos em terminais privados e infraestrutura de transporte terrestre, como ferrovia, para viabilizar o uso da cabotagem para o transporte dos seus produtos. Destaca-se, com isso, a importância da infraestrutura intermodal para o uso da cabotagem por um maior número de embarcadores.The road mode has outstanding relevance because it corresponds for 60% of the volume of cargo transported in the country. However, over the past decade, it has been observed that waterway transport has increased its participation and importance. Cabotage grew by 35% in the volume transported between 2010 and 2019, with emphasis on general cargo and solid, liquid and gaseous bulk - which together corresponded for more than 90% of the total transported via cabotage in the last year. Brazil has a vast coastal extension, which is one of the factors that allows the water transportation of goods within the country, consisting a viable alternative instead of road transport. In addition, the recent Federal Government program, BR do Mar, has sought to encourage the participation of this mode in the transportation of cargo in the country. Given this scenario, the present work aims to analyze the evolution of general and bulk cargo flows transported via cabotage from 2010 to 2019. With this objective, a characterization of the flows is made, using quantitative data, to identify variations of products and respective volumes in the referred period. Also, the work identifies the main types of vessels used to transport the different cargo profiles. Qualitative data, collected through research on web pages, identify relevant facts that have contributed to the change in product flows and volumes in the last decade. The results indicate that there is a strong concentration of shippers and transporters, a phenomenon that seems to characterize this mode of transport: the high growth of cabotage in the last decade is the result of an increase in the transported cargo of few shippers. Companies such as Petrobrás, Alcoa, Aracruz Celulose, Vale, and Arcelor Mittal are some of the main responsible for the significant increase in transported volumes and for the greater share of cabotage in the country's transportation matrix. The increase in transported volumes by these companies was the result of investments in private terminals and inland transport infrastructure, such as railroads, to enable the use of cabotage to transport their products.
