Para tanto, parte-se de uma perspectiva teórico-metodológica do dispositivo delineado por Foucault a fim de rastrear os sentidos históricos da lusofonia em relação às condições políticas de sua emergência e atualização. Assumindo-se que a gestão linguística é uma das facetas do dispositivo, primeiramente propõe-se uma discussão teórica sobre o conceito de gestão advindo do campo da política e da economia. Nesta incursão para estabelecer a relação entre língua e economia, verifica-se que a ideia de gestão está ligada ao conceito da teologia cristã da oikonomia, sendo que se faz uma reflexão sobre as práticas de governo na modernidade mobilizando-se construtos da teologia econômica e política. A tentativa é compreender de que modo o dispositivo econômico-gerencial se tornou paradigma do governo econômico, em que os dispositivos são inventados para gerir e governar os homens. Posta a discussão sobre o conceito de gestão, busca-se compreender seus efeitos nas abordagens teóricas sobre a gestão linguística no campo das Políticas Linguísticas. A análise se debruça em apresentar as condições de emergência da lusofonia como um dispositivo econômico gerencial. O corpus da análise é heterogêneo e engloba discursos produzidos sobre a lusofonia inscritos em leis, fotografias, cartas, cadernos coloniais, declarações, tratados, hinos, estatutos, monumentos, pinturas, entrevistas e mapas. Dessa forma, procura-se descrever o dispositivo a partir de diversos documentos, tomados como discursos que produzem saber. Na tentativa de traçar a emergência do dispositivo, faz-se uma análise histórico-política do projeto da nação transoceânica durante o Estado Novo português, dado que o projeto de uma comunidade transoceânica de lusofalantes estava posto em debate próximo da independência das colônias portuguesas em África. Constituem-se como objetos de problematização: o aparato jurídico-político que criou um sistema divisório para gerir e hierarquizar as populações africanas nas colônias com base na racialização política e linguística; por conseguinte, são mobilizados os construtos teóricos do lusotropicalismo de Gilberto Freyre - dos anos 1930 a 1960 - visto que tais discursos propunham uma comunidade transnacional em que a língua portuguesa aparece como pretexto. Considera-se como marco do dispositivo da lusofonia a criação da Comunidade dos Países de Língua Portuguesa - CPLP -, em 1996, o que tem operado a favor de um imaginário homogêneo da língua portuguesa. Problematiza-se o papel da língua como elemento de coesão e percebe-se um movimento de invenção de referenciais culturais, históricos e linguísticos a fim de legitimar a criação de uma comunidade que compartilha um dado passado e uma dada língua. A discursivização em torno da constituição da CPLP configura-se em uma perspectiva da analítica microfísica do poder, uma vez que se analisa o papel do brasileiro José Aparecido enquanto agente da lusofonia. No mapeamento dos discursos sobre lusofonia, a pesquisa averiguou que se trata de um projeto político posto em prática por iniciativa brasileira e portuguesa. Portanto, a escolha teórico-metodológica nesta pesquisa se dá na relação Brasil-Portugal. O aspecto gerencial do dispositivo da lusofonia, voltado à gestão da língua portuguesa na atualidade, é analisado por meio das políticas linguísticas tanto em âmbito internacional, quanto o eixo estatal conduzido por Brasil e Portugal.<br>Abstract : This thesis aims to analyze the Lusophony as a management apparatus of the Portuguese language. For this purpose, the thesis is based on the theoretical-methodological perspective of the apparatus delineated by Foucault to trace the historical meanings of Lusophony in relation to the political conditions of its emergence and updating. Assuming that language management is one of the aspects of the apparatus, firstly, it is proposed a theoretical discussion about the concept of management coming from the field of politics and economics. In this incursion to establish the relationship between language and economics, it is verified that the idea of management is linked to the Christian theology concept of oikonomia, and a reflection on the practices of government in modernity is mobilized from the theoretical concepts from economic theology and politics. The attempt is to understand how the economic managerial apparatus became a paradigm of the economic government, in which the apparatus is invented to manage and rule men. After discussing the concept of management, it seeks to understand its effects on the theoretical approaches to language management in the field of Language Policy. The analysis focuses on presenting the emergence conditions of Lusophony as an economic managerial apparatus. The corpus of the analysis is heterogeneous, and it contains speeches produced about Lusophony enrolled in laws, photographs, letters, colonial notebooks, declarations, treatises, hymns, statutes, monuments, paintings, interviews, and maps. Therefore, the intention is to describe the apparatus from several documents, taken as speeches that produce knowledge. It is intended to analyze the emergence of the apparatus from a historical-political exam of the project of the Transocean nation during the Portuguese New State, since the project of a Transocean community of Lusophony was put into debate near the Independence of the Portuguese colonies in Africa. Fundamentally, the objects of questioning are the juridical-political apparatus that created a dividing system to manage and hierarchize African populations in the colonies based on political and language racialization. Therefore, the theoretical constructs of the lusotropicalism of Gilberto Freyre are mobilized - from the years 1930 to 1960 ? since these speeches have proposed a transnational community in which the Portuguese language is a pretext. It is considered as a landmark of the Lusophony apparatus the establishment of the Community of Portuguese-Speaking Countries - CPLP - in 1996, which has operated to promote a homogeneous imaginary of the Portuguese language. The role of the language is problematized as a cohesion element, and it is realized that the invention of cultural, historical and linguistic references is used to legitimize the creation of a community that shares a given past and a given language. The narrative about the constitution of the CPLP is conducted in a perspective of the microphysical analytic of power, and the role of the Brazilian José Aparecido is understood as the agent of Lusophony. The research about the speech?s Lusophony point to be a political project put into practice by the Brazilian and the Portuguese initiative. Therefore, the theoretical-methodological choice in this research is based on the relationship between Brazil and Portugal.
