Apesar das muitas tentativas de definição, não se atingiu ainda uma formulação que abranja todos os casos de Estado federal, nem livre de problemas. O objetivo desse trabalho é prestar sua contribuição ao estudo do tema, apontando os problemas da teoria tradicional do federalismo e propondo uma outra visão, baseada na ideia de semelhança entre separação de poderes e federalismo.Federalism is one of the most complex phenomena. In spite of the many attempts of definition of federalism, there is still no concept that covers all the cases of federal State, nor free of problems.
